NOTICE OF WORKSHOP AND PUBLIC HEARING - AMENDMENT OF RULE 218 - ARCHITECURAL COATINGS

Prior to the scheduled hearing, District Staff will hold the following public workshop to address the proposed rule amendments and receive public comment:

The Sacramento Federal Nonattainment Area (SFNA) for ozone consists of Sacramento and Yolo counties and portions of El Dorado, Placer, Solano, and Sutter counties. The SFNA has been designated as nonattainment with severe classification for the 2008 and 2015 ozone standards. Sections 172(c)(9) and 182(c)(9) of the Federal Clean Air Act (FCAA) require ozone nonattainment areas classified as serious and higher (severe or extreme) to include contingency measures in their State Implementation Plans (SIPs). To satisfy this contingency measure requirement, all air districts in the SFNA commit to amend their architectural coating rule with contingency provisions prior to the end of June 2024.

The proposed rule amendments are based on the "Suggested Control Measure" (SCM) for Architectural Coatings adopted on May 23, 2019, by the California Air Resources Board. The contingency provisions include lowering the VOC limits for nine (9) existing coating categories, setting VOC limits for three (3) new coating categories, and establishing VOC limits for colorants. The proposed rule amendments will be triggered only if the United States Environmental Protection Agency determines that one or both of the conditions described in FCAA Sections 172(c)(9) or 182(c)(9) have occurred in the SFNA regarding the 2008 and 2015 8-hour NAAQS for ozone. This proposed regulatory action will fulfill the contingency measure component committed in the ozone SIP.

A rule adoption support document will be made available by request and will also be posted on the District's website on May 4, 2024. Comments regarding the proposed rule adoption may be submitted in writing to the Placer County Air Pollution Control District at 110 Maple Street, Auburn, CA 95603. All written comments shall be submitted to the District by no later than
