- Senate - The Senate passed H.R. 815, which, among other things, provides national security supplemental funding for Ukraine, Israel, and Taiwan.
- House - The House was in recess.

Biden Administration - President Biden signed H.R. 815 into law. Additionally, the Biden Administration, including independent Executive Branch agencies, announced a series of significant rulemakings:
- On April 25, the Environmental Protection Agency (EPA) released the text of the final rulelimiting greenhouse gas emissions from power plants.
- On April 25, the Federal Communications Commission (FCC) approved a Declaratory Ruling, Order, Report and Order, and Order on Reconsideration reestablishing the "Net Neutrality Policy", originally established by the Commission during the Obama Administration but rescinded during the Trump Administration.
- Also on April 25, the Department of Labor published the final rule titled "Retirement Security Rule: Definition of an Investment Advice Fiduciary", which "defines when a person is a fiduciary in connection with providing advice to an investor saving for retirement through a workplace retirement plan or other type of retirement plan such as an IRA."
- On April 23, the Federal Trade Commission (FTC) approved a final rule prohibiting the use of non-compete clauses in employment contracts.

- Senate - The Senate will reconvene on Monday, April 29, and is expected to continue processing nominees.
- House - The House will reconvene on Monday, April 29, and may consider the Trust the Science Act (H.R. 764), the Mining Regulatory Clarity Act (H.R. 2925), Alaska's Right to Produce Act of 2023 (H.R. 6285), and the Antisemitism Awareness Act of 2023 (H.R. 6090).
