Mayor Bowser Launches New Investment to Help Residents Replace Lead Water Pipes

(Washington, DC) Today, Mayor Muriel Bowser announced the launch of The Lead Pipe Replacement Assistance Program (LPRAP) - a new investment to provide full or partial financial assistance to eligible residents for the replacement of lead service lines in the District. Mayor Bowser provided $1.8 million in her Fiscal Year 2020 budget for the program, which is administered by the Department of Energy and the Environment (DOEE).

'This investment in part of our commitment to ensuring residents having safe, clean drinking water and doing everything we can to protect our children and limit their exposure to lead,' said Mayor Bowser. 'I urge all eligible residents to take advantage of this important program.'

Currently, some property owners in the District have partial lead water pipes, which occur when lead pipes were replaced on the service line under the city street and on the 'public' side of the property line, but lead pipes remain on the private side of the property.

The program will provide property owners with 50-100% of the cost to replace lead pipes on their private property, up to an established maximum. The assistance is based on household size, income, and the estimated replacement cost.

'With Mayor Bowser setting the most vigorous lead exposure standards in the nation, the Lead Pipe Replacement Assistance Program is one more way District Government is stepping up to protect maternal and children's health, and the health of residents in all 8 Wards,' said DOEE Director Tommy Wells.

To determine if a property's lead pipes were partially replaced, property owners can search for their address at dcwater.com/leadmap.

To apply to LPRAP, a property owner must complete an application and get a quote from a licensed contractor. For application instructions, please visit doee.dc.gov/service/leadlinereplacement, or email [email protected].
