LAS University of Alaska Land Mangement Application for Mooring Buoys at Pt Lay, Alaska

NOTICE TO THE PUBLIC AND REQUEST FOR INFORMATION
LAS 34997

University of Alaska Land Management

April 18, 2024

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: University of Alaska Land Management

PROJECT NAME: LAS 34997

GEOGRAPHIC LOCATION: Kasegaluk Lagoon at Point Lay, Alaska

LEGAL DESCRIPTION: Section 6, Township 4 North, Range 45 West, Umiat Meridian

REQUESTED ACTIVITY: The University of Alaska Geophysical Institute has requested placing 3 mooring buoys on State owned tidelands in Kasegaluk Lagoon at Point Lay, Alaska. The buoys will measure wind speed, direction, and bottom friction. The data collected will be used to create a thermal model with high resolution (130 meters) to evaluate and predict rate, extent, and mechanisms of permafrost degradation in the next century, and to estimate the future rate of coastal and river bluff erosion and thermokarst development.

Research methods will involve placing 3 retrievable 200-lb cement moorings on the ocean floor, connecting a 12-inch diameter surface float, then connecting the 16-inch diameter SOFAR (data collection) buoy to the float with a polypropylene line. The mooring and wave buoy will be deployed in late July and retrieved in October. Data collected will be automatically transmitted through a satellite uplink.

Wildlife occurrences during previous research have been limited to walruses. Researchers will do their best to avoid the walruses. If it is known there are walruses present in the area, no buoy deployment/retrieval will take place.

REQUESTED TERM: 2 Years
