The GDCE of the Democratic Republic of Congo toward establishing a modern HRM system

As part of its reform and modernization plan and following the HRM&D modernization work plan, the WCO conducted successfully from 6 to 8 April 2021 a virtual advisory mission to support the cross-cutting HRM project team in finalizing and implementing the Competency-based HRM Tools. The General Directorate of Customs and Excise of the Democratic Republic of Congo (GDCE-DRC) recognize the key role of Human Capital in the Customs organizational performance and is committed to design and implement a competency-based HRM as promoted by the WCO's Framework of Principles for Customs Professionalism and that complies with international standards and best practices.

The main objective of this mission was to consolidate the efforts and progress made so far by the HRM working group, including strengthening their capacities in competency-based HRM and raising the Steering Committee's awareness of the importance of the HRM modernization process and the importance of its commitment to its success.

During this mission, the HRM working group worked jointly with the WCO expert to design the requisite HRM competency-based tools. This mission resulted in the finalization and validation of a job catalogue, a competency framework, dictionary and competency-based job descriptions for operational jobs.

With the demonstrated commitment of the GDCE Top Management and HRM Modernization working group, the WCO is looking forward to continue its partnership with the GDCE to become a regional champion in the Central Africa sub region in the area of Human Resource Management.
