The challenges of generic AI regulation – An Industry Perspective

Co-hosted by Deirdre Clune MEP, Ireland South, this is the first of a series of four sessions hosted by Xperi (Ireland) as a follow up to their successful "Trustworthy AI - An Industry Perspective" webinar that was held in November 2020.

In this first session, you will hear more about the AI Act as it is currently proposed. The session will be opened by Ms. Clune and Gabriel Cosgrave, General Manager EMEA at Xperi.

Salvatore Scalzo, Policy and Legal Officer in the field of "Artificial Intelligence" at European Commission will then give an update on the current draft of the Act.

Following Salvatore's intervention, he will be joined by Prof. Barry O'Sullivan who will lead a panel that includes Dr. Petronel Bigioi, CTO Xperi, Dr. David Moloney, Chief Scientist, Ubotica, Dr. Patricia Scanlon, Founder and Executive Chair at SoapBox Labs and John Patterson, VP and Associate General Counsel, Xperi. They will share why careful review and adaptation is needed to ensure that Europe remains an attractive and competitive arena for businesses wishing to use Artificial Intelligence and Machine Learning to enhance the lives of citizens and provide a safer, more productive society for all.

Further sessions in the "AI - An Industry Perspective" series which are scheduled to take place during October, November and December 2021 will delve deeper into the detail to provide recommendations for decision makers and parliamentarians as they debate the Act.

Deirdre Clune MEP (LinkedIn)

Deirdre Clune (Fine Gael, EPP) is a Member of the European Parliament for the constituency of Ireland South, having been elected in 2014 and re-elected in 2019. She is a full member of the Parliament's Committee on Internal Market and Consumer Protection (IMCO), and a substitute member of the Environment, Public Health and Food Safety committee (ENVI).

Deirdre is a shadow rapporteur on the legislative proposal for an AI act for the IMCO Committee and was recently the Rapporteur on a report on developing an EU approach to digitalisation and AI this term in addition to working on a report on the fundamental rights aspects of the DSA. Deirdre has also worked extensively on transport policy as a previous member of the TRAN committee, working on the Aviation Strategy for Europe and on legislative proposals on marine pollution and the digitalisation of ship reporting formalities.

Deirdre graduated from University College Cork in 1980, with a B.E. in Civil Engineering. She completed a diploma in Management Engineering with Trinity College Dublin in 1983. She returned to UCC in 1996 to complete her HDip in Environmental Engineering. Deirdre went on to work with some of the leading engineering firms both here at home and overseas, including Delap & Waller, Roughton & Partners and Arup.

Deirdre is a former member of the Dail Eireann (1997-2002, 2007-2011) and Seanad Eireann (2011-2014). She was elected Lord Mayor of Cork City in 2005, in which time the City was designated as the European Capital of Culture.

Gabriel Cosgrave (LinkedIn)

Gabriel Cosgrave is the General Manager of EMEA at Xperi based in Ireland. In his role, he leads the European business as well as the global business operations function. Xperi has focus on Consumer Experience, Connected Car & Pay TV through our businesses including TiVo, DTS, FotoNation, HD Radio, Perceive, Invensas & Tessera.

Salvatore Scalzo (LinkedIn)

Policy and Legal Officer in the field of "Artificial Intelligence" at European Commission.

Salvatore Scalzo (Catanzaro, Italy, 1983) has been working for about ten years in the European Commission. He is currently a policy and legal officer in the Unit "Artificial Intelligence (AI) Policy Development and Coordination" of the Directorate General for "Communications Networks, Content and Technology" (DG CNECT) where he is working on the proposed EU legal framework on AI.

Before joining DG CNECT, he had a six-year experience in the medical device Unit of the Directorate General for "Internal Market, Industry, Entrepreneurship and SMEs" (DG GROW) where he dealt with the negotiations and implementation of the new Regulations on medical devices (adopted in 2017) and regulatory issues related to new technologies in health.

Salvatore Scalzo graduated with a Master's of Science Degree in "European Studies" (with a Law track) at La Sapienza" University in Rome and with a research-oriented Master Programme "Analysing Europe" at Maastricht University in The Netherlands.

John Patterson (LinkedIn)

VP and Associate General Counsel, Xperi

John Patterson is VP and Associate General Counsel at Xperi Corporation. He is responsible for Xperi's legal activities in EMEA. Prior to Xperi John has served in various international in-house legal roles including Hewlett Packard and TiVo. John is currently a member of the CLEPA Legal working group.

John is Solicitor, qualified in the UK.

Dr. Petronel Bigioi (LinkedIn)

Petronel Bigioi is CTO, Product Licensing of Xperi Corporation. In this role, he leads an experienced engineering team developing image processing and sound solutions to address various problems in the digital still camera, mobile phone, home, automotive and other related markets. XPERI's imaging and sound technology can be found in more than 5 billion devices worldwide.

Petronel has more than 250 granted and published U.S. and international patents to date. Petronel is an IEEE fellow with over 20 years of experience in the digital still camera and mobile phone industries, working in both signal processing and connectivity. A co-founder of several successful companies (including FotoNation), he is also a pioneer of digital camera connectivity, a co-author and actively involved in the picture transfer protocol (PTP) and PTP-over-IP networks communication standards.

Dr. David Moloney (LinkedIn)

Chief Scientist, Ubotica Technologies

David Moloney is Chief Scientist at Ubotica since Jan 2021. Previously he co-founded Movidius as CTO in 2005 which went on to pioneer low-power embedded vision and neural network processing in edge devices before being acquired by Intel in November 2016.

In 2010 he received a PhD from Trinity College Dublin for his research into high performance computer architectures and is active in the fields of computer vision and AI.

His interests span SoC and embedded processor design, deep-learning hardware, computer vision, robotics and navigation.

Dr. Patricia Scanlon (LinkedIn)

Dr. Patricia Scanlon is the founder and Executive Chair of SoapBox Labs, the world's leading provider of proprietary voice technology for children. Dr. Scanlon holds a PhD and has over 20 years experience working in speech recognition technology, including at Bell Labs and IBM. Prof. Barry O'Sullivan (LinkedIn)

Vice-Chair of High-Level Expert Group on Artificial Intelligence (2018-2020)

Professor Barry O'Sullivan, FEurAI, FIAE, FICS, MRIA, holds the Chair in Constraint Programming at University College Cork in Ireland. He is the founding Director of the Insight Centre for Data Analytics at UCC, Principal Investigator at the Confirm Centre for Smart Manufacturing, and Director of the Science Foundation Ireland's Centre for Research Training in AI. He is an Adjunct Professor at Monash University, Australia. Professor O'Sullivan was vice chair of the European Commission High-Level Expert Group on AI and a scientific advisor to AI Watch, an initiative of the European Commission's Joint Research Centre tasked with monitoring the uptake of AI in Europe. He is an award-winning academic working in the fields of artificial intelligence, constraint programming, and operations research. He also works in AI and data ethics, as well as public policy-making related to AI. He has a keen interest in the commercialisation of AI and is involved in a number of startup companies. Professor O'Sullivan is a Fellow and a past President of the European AI Association, Fellow of the Irish Academy of Engineering, Fellow of the Irish Computer Society, and Member of the Royal Irish Academy.
