Organizations Interested in Administering Outreach for the Low-Income Home Energy Assistance Program Urged to Contact DCA by April 19

LIHEAP Program Helps Low-Income Residents Defray Heating and Cooling Costs

TRENTON, NJ - The New Jersey Department of Community Affairs' (DCA) Division of Housing and Community Resources will open a competitive Request for Proposals (RFP) for the administration of the Fiscal Year 2025 Low-Income Home Energy Assistance Program (LIHEAP), which provides financial assistance to low-income families and individuals to reduce the cost of heating and cooling their homes. Organizations that are interested in participating in the RFP process must notify the DCA by sending an email to: [email protected] before the close of business on Friday, April 19, 2024.

Only local government units, and community-based organizations and nonprofit entities with an IRS 501(c)(3) designation that are registered to operate in New Jersey are eligible to apply for the RFP. The email must include contact information for the organization's main contact person and proof of IRS 501(c)(3) designation.

"We encourage nonprofit organizations and local governments with experience in running energy assistance programs to submit an email of interest before the April 19, 2024 deadline," said Jacquelyn A. Suárez, DCA Acting Commissioner. "Expressing interest as an organization is the first step toward eligibility to help administer the Low-Income Home Energy Assistance Program, which helps so many people in need."

"When it comes to keeping New Jersey's residents warm in the winter and cool in the summer months, we rely on our community partners to assist the DCA in administering the critical Low-Income Home Energy Assistance Program," said DCA Assistant Commissioner Janel Winter, who also serves as director of the Division of Housing and Community Resources. "The organizations selected will be integral to informing the public of the vital benefits being offered and helping people to access them."

A mandatory Technical Assistance Session for interested organizations will be scheduled for later this month. The RFP is posted on the DCA SAGE portal at https://dcasage.intelligrants.com/Portal.asp. Questions may be emailed to [email protected]. The deadline for RFP submissions is Friday, May 17, 2024.

DCA offers a wide range of programs and services including local government management and finance, fire safety, affordable housing production, rental assistance, building safety, community planning and development, disaster recovery and mitigation, historic preservation, and information privacy.
