Energy Ministry Launches Computer Incident Response Team

The Covid-19 pandemic has made digital transformation take place faster and become a new system in work and daily activities. Information technology is the main backbone that replaces the distance and physical dimensions.

'By implementing information and communication technology, it turns out that we can work effectively, and even more productively, any time and anywhere so that we can carry out our tasks more productively, quickly, and carefully, as Minister Arifin Tasrif has constantly reminded us of our working principle,' said Secretary General of Ministry of Energy and Mineral Resources (EMR), Ego Syahrial, before the launching of the Cyber Incident Response Team of the Ministry of EMR on Friday (18/6).

The implementation of information technology can transform the business process of public services, especially licensing in the EMR sector, to become simpler, more accountable, and transparent.

'The Ministry of EMR contributed more than 50% of non-tax state revenue (PNBP) last year; this year, the contribution from the Ministry of EMR has been estimated at Rp120 trillion from the oil and gas, mineral and coal, electricity, and new, renewable energy, and the entire process is based on online licensing in accordance with the mandate of our President that we must serve the public more quickly,' added Ego.

According to Ego, the Ministry of EMR is indeed very vulnerable to cyber attacks, considering the entire licensing process is highly dependent on information and communication technology.

'Minister of Energy and Mineral Resources and I really appreciate the guidance from BSSN to the Ministry of EMR, because the massive increase in the use of information technology and communication to administer government affaris at the Ministry of EMR will also increase the risk of cyber security threats and hazards. Therefore, we welcome and are grateful for the determination by the BSSN that the Ministry of EMR is one of the government agencies to have Computer Security Incident Response Team (CSIRT),' explained Ego.

Meanwhile, Countermeasures and Recovery Deputy of Indonesian National Cyber and Crypto Agency (BSSN), Major General Yoseph Puguh Eko Setiawan, also appreciated the steps made by the Ministry of EMR to form a Cyber Incident Response Team which is now called the ESDM CSIRT.

'BSSN really appreciates the Cyber Incident Response Team which is now launched as 'ESDM CSIRT'. The Ministry of EMR has made a long journey with its Security Operation Center (SOC); maybe you did not expect that what you've done can make you join this team, and hopefully, the launch will become the beginning of a new chapter, where data leaks or cyber attacks can immediately be addressed, communicated, and collaborated with the stakeholders of Indonesia's cyberspace,' said Yoseph.

Yoseph added that cyber security has now become an issue in various parts of the world, including in Indonesia. At the anniversary of the Proclamation of Independence on August 17, 2019, the President also reminded that Indonesia had to be ready to face the threat of cyber crimes, including misuse of data. Data is a new kind of wealth, and now data is even more valuable than oil. In the defense and security sector, we must also be responsive and ready to face cyber war.

Next, Head of Center for Data and Information Technology on EMR, Agus Cahyono Adi, detailed the duties to be performed by the ESDM CSIRT after being inaugurated as Government Cyber Incident Response Team with registration number 021/CSIRT.01.01/BSSN/06/2021.

'In addition to providing the main services, namely incident prevention, incident response, and vulnerability management, there are also additional services in the forms of cybersecurity dissemination, helpdesk services, and security reporting services. The ESDM CSIRT will carry out the tasks as mandated in Decision of Minister of EMR Number 56.K/HK.02/MEM.S/2021 of 26 March 2021 on Computer Security Incident Response Team of the Ministry of Energy and Mineral Resources,' Agus explained.

The ministerial decision sets out that the duties of the ESDM CSIRT include organizing the services of the Cyber Incident Response Team to handle cyber incidents within the Ministry of EMR, coordinating the handling of Cyber Incidents, formulating technical guidelines for handling Cyber Incidents, coordinating with the National Cyber Incident Response Team and providing reports on the handling of Cyber Incidents as well as coordinating and/or cooperating with other entities by taking into account factors such as information confidentiality, data protection, and compliance with the provisions of laws and regulations.
