Election Forms - Candidate Period will be open August 1- August 20- Run for Borough Office!

Borough Code prescribes that the Candidate Filing Period for Haines Borough elections will be August 1-20. Candidate filing paperwork will be accepted until 5:00 pm, August 20.

The filing requirements include completion of a local financial disclosure statement - NOTE: the current form reports LAST YEAR's income. There are also state of Alaska (APOC) campaign reporting requirements that apply to municipal elections, and more information will be provided when the time comes. Forms to follow.

How to Run for Haines Borough Mayor, Assembly or School Board:

To declare your candidacy for any position, you must complete the necessary forms that will be made available from the Borough Clerk in the Borough Administration Building at 103 Third Ave. S., Haines.

  • Declaration of Candidacy. This form must be completed, notarized and submitted to the Borough Clerk by 5:00 pm August 20.
  • Petition to Nominate Candidate. This form must be signed by the candidate and circulated (either by the candidate or someone else) . A minimum of ten (10) signatures from valid Haines Borough voters must be obtained. After obtaining the signatures, the individual circulating the Petition must sign the form in front of a notary and submit the form to the Borough Clerk by 5:00 pm on August 20.
  • Financial Dislcosure. Per HBC 2.06.035, each candidate must complete the Haines Borough Financial Disclosure Statement. The completed form must be submitted to the Borough Clerk by 5:00 pm on August 20.
  • Certification of Submission to Alaska Public Offices Commission (APOC). The completed form must be submitted to the Borough Clerk by 5:00 pm on August 20. Please note that unless a candidate meets the specific criteria found in AS 15.13.040(m)(1), they are required to file all forms and reports electronically, through the APOC Forms Online Filing System. Eligibility: [per HBC 11.24, 2.08.020, 2.16.020, and Charter 2.03(A), 5.01(B)(C), 7.02(B), and 18.09(J)]

Only a qualified voter of the Haines Borough, who has resided continuously within the Haines Borough for at least one year immediately preceding election or appointment to office, shall be qualified to hold any of the elective offices of the borough. "Qualified Voter" per HBC 11.20.010 means a person who:

A. Is a citizen of the United States;

B. Is 18 years or older;

C. Has been a resident of the borough for at least 30 days just before the election;

D. Has registered to vote in Alaska at least 30 days before the election and is not registered to vote in another jurisdiction; and

E. Is not disqualified under Article V of the State Constitution.

To qualify as a candidate for the elected office, a person must meet the following requirements (HBC 11.24.010):

Be a qualified voter of the borough and state of Alaska (see above definition of qualified voter); and
Must have been a resident of the borough for a continuous period of not less than one year immediately preceding the date of the election, or if filling a vacancy, one year immediately prior to the appointment date. Establishing and maintaining Haines Borough residency to qualify for elected office shall be as follows:

a. An individual's intent to establish residency, remain indefinitely in the Haines Borough, or to return to the Haines Borough and remain indefinitely is demonstrated through the establishment and maintenance of customary ties indicative of Haines Borough residency and the absence of those ties elsewhere. Acts that are required by law or contract or are routinely performed by temporary residents of the Haines Borough are not by themselves evidence of residency. In evaluating whether an individual claiming Haines Borough residency has demonstrated intent to remain indefinitely in the Haines Borough, consideration will be given to whether or not an individual has:

(1) Taken steps to establish Haines Borough residency and sever residency in a location outside of the Haines Borough;

(2) Ties to a location outside of the Haines Borough that indicate continued residency in the other location; and

(3) Taken other action during the candidacy qualifying year that is inconsistent with an intent to remain in the Haines Borough indefinitely.

b. An individual may not become a resident of the Haines Borough while absent.

c. Physical presence in the Haines Borough is not, by itself, sufficient to establish residency. Before the start of the candidacy qualifying year, an individual must have taken at least one step beyond physical presence in the Haines Borough to establish residency.

d. An individual is not eligible for elected Haines Borough office if, at any time from the start of the candidacy qualifying year through the date of candidacy filing, the individual has:

(1) Maintained the individual's principal home in another location outside of the Haines Borough, regardless of whether the individual spent a majority of time at that home;

(2) Disclosed in a court proceeding, affidavit, or will that the individual is a resident of a location outside of the Haines Borough;

(3) Moved from the Haines Borough;

(4) Registered to vote in a location other than the Haines Borough and provided a physical address outside of the Haines Borough;

(5) Purchased a resident hunting, fishing, or trapping license from a location other than the Haines Borough if residency in that location was required as a condition of the license; or

(6) Obtained any other benefit or benefits as a result of establishing or maintaining any claim of residency in a location outside of the Haines Borough.

A candidate must provide sufficient proof that the candidate is qualified, or shall be qualified by the date of the election, to be nominated as a candidate for any election.

A person may not be nominated for or serve in more than one office at the same time, except that the deputy mayor may serve as both deputy mayor and assembly member when necessary.
