Emergency Management Team Structure and Function

Whether through the police, public works, engineering, fire or other departments, cities in Oregon provide a host of essential services to their communities. One critical service that is often overlooked is Emergency Management. Emergency Management for the City of Coos Bay is the responsibility all City staff, but the coordination is under the direction of the Emergency Management Agency. This agency is made up of the City Manager, Assistant City Manager, Program Manager (Fire Chief), Police Chief and mid-managers from both the police and fire departments. This agency is responsible for the coordinating the City's pre-incident actions, response activities, and recovery efforts following a disaster. The agency is guided by an Emergency Operations Plan. Since the City of Coos Bay is vulnerable to several types of natural and man-made disasters, the Emergency Operations Plan is designed to provide an all-hazard framework for a coordinated response for any size of emergency affecting the City.

A disaster, by definition, is a catastrophic event that seriously disrupts the functioning of a community and causes human, material, and economic loss that exceed a community's ability to cope using its own resources. Therefore, the Emergency Operations Plan also contains protocol for the declaration of a local state-of-emergency, which allows the city to request assistance from state and federal agencies.

The City of Coos Bay has actively been working on several projects designed to reduce the potential impact of a disaster and assist with the recovery efforts. To further improve the community's resilience, the City encourages everyone to think through their own individual or family plan for response when an emergency strikes. A big part of that individual or family plan should include being "2 Weeks Ready".
