Regular Council Meeting - Monday, January 24, 2022

Regular Council Meeting: 7:30 pm

On the Regular Council Meeting agenda:

  • Representatives from St. John's Ambulance will be presenting the "Start Me Up" Campaign and requesting support from Council in local deployment of the Campaign;
  • Lisa Hanna of Snow Valley Nordic Ski Club will be requesting a letter of support to accompany grant applications to build two new shelters;
  • Liz Smaha, Executive Director for Kermodei Tourism, will be requesting a letter of support for a grant application;
  • The Northwest Regional Airshow Society has requested a letter of support for the 2022 Northwest Regional Airshow;
  • Council will consider first and second reading of a bylaw to amend the Zoning Bylaw to add "Technical Consulting Firm" and "Laboratory and Research Facility" as site specific permitted uses in the C3 - Service Commercial zone for a portion of 5430 Highway 16;
  • Council will review a Development Variance Permit application for the property at 4760 Keith Avenue. The applicant would like to increase the maximum vertical area that a canopy sign can occupy from 25% to 40%;
  • Council will review a Temporary Use Permit application for the properties located at 5412 and 5414 Highway 16. The applicant would like to operate light industrial business activity for a term of 1 year ending on December 31, 2022;
  • Council will consider adoption of the Business Improvement Area Bylaw;
  • Council will consider allocating $64,000 from Sewer Surplus to complete a study on identified deficient sanitary mains on Graham Avenue;
  • Council will consider first readings of a Temporary Loan Bylaw;
  • Council will consider reallocating $59,162 from the COVID-19 Safe Restart Reserve to offset employees' COVID-19 related sick time in 2021;
  • Council will consider supporting an application to Northern Development Initiative Trust for a grant of up to $50,000 to hire a local government intern from Northern Development's Local Government Intern program. They will also consider approving up to $26,385 from the COVID-19 Safe Restart Reserve for the contribution and mandatory employment related costs required by the grant program;
  • Council will consider amending Policy No. 75-R "Proclamation, Flag Flying, and Tag Day Requests" to include lighting requests, City-owned special occasion flags in the flags that may be flown, and to add half-masting protocols;
  • Council will review the January 13, 2022 Social Issues Advocacy Committee minutes;
  • Council will review the December 2021 Building Synopsis; and
  • Council will discuss a motion with regards to the City looking into adding language to City infrastructure such as, but not limited to, Welcome to Terrace signs, City Hall, and other public buildings.

How to take part

The current PHO orders permit limited in-person public attendance at council or board meetings. As of September 28, the COVID Related Measures Act and Ministerial Order M192 both have expired, meaning we may no longer hold electronic-only meetings. Therefore, we are now welcoming the public to attend our meetings in person again. Council Chambers is open to four members of the public and media, as well as members of Council and essential staff, with the rest joining virtually. Everyone in Chambers is seated to ensure we are maintaining safe physical distancing.

We also continue to use Microsoft Teams to allow members of the public to take part in our meetings.

How can you participate in upcoming Council meetings, public hearings, and more? The public is permitted to attend our meetings in person. Please note that in-person public attendance is very limited. If you have a vested interest in a topic, please do come down and we will do our best to accommodate you; otherwise, we encourage you to participate by tuning in online until such time we can safely accommodate more people in person.

In addition to the usual ability to watch for observation only through Facebook or our website, you may join our Microsoft Teams call if you wish to address Council directly about an item on this evening's agenda, just as if you were there in person. We encourage you to sign in to the meeting about 10 minutes early to ensure you are connected in time (you will need to download the Teams app if you are connecting on a smartphone).
