The Frederick Police Department Charges Suspect with Downtown Shooting

On February 23, 2024, officers from the Frederick Police Department responded to a business in the 200 block of N. Market St following reports from an employee who discovered bullet holes in the rear of the establishment. Upon arrival, officers found that both the business's fence and air conditioning units had been struck by multiple gunshots. A detective from the Major Crimes Unit was assigned to the case to investigate.

Detective Radtke discovered multiple video surveillance systems in the vicinity, which captured the entire incident on camera. The footage revealed a male suspect, on the night of February 15, 2024, retrieving a handgun from a vehicle parked at the rear of the business. The suspect discharged multiple rounds from the firearm toward the business's fence and air conditioning units before departing the scene in the vehicle. Through analysis of the video, the suspect was identified as Carlos Humberto Moreno (DOB 07-07-1970) of Frederick, MD.

As the lead investigator on the case, Detective Radtke applied for charges against Moreno with the District Court Commissioner's Office. A Criminal Summons was issued, charging Moreno with Malicious Destruction of Property Over $1,000 and Discharging a Firearm within City Limits. On April 10, 2024, Moreno was served with his Criminal Summons.
