Gov. Edwards Announces Boards and Commissions Appointments

BATON ROUGE - Today, Gov. John Bel Edwards announced his appointments to the following Louisiana boards and commissions.

Capital Area Human Services District

The Capital Area Human Services District directs the operation and management of community-based programs and services relative to public health, mental health, developmental disabilities, and substance abuse services for the parishes of Ascension, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge, and West Feliciana.

James Jefferson III of Baton Rouge has been appointed to the Capital Area Human Services District. Mr. Jefferson is a lieutenant with the Louisiana State Police. He will represent East Baton Rouge Parish and the judiciary with a particular emphasis on specialty courts.

Louisiana Board of Examiners of Certified Shorthand Reporters

The Louisiana Board of Examiners of Certified Shorthand Reporters was created for the purpose of encouraging proficiency in the practice of court reporting as a profession, promoting efficiency in court and general reporting, and extending to the courts and to the public the protection afforded by a standardized profession by establishing a standard of competency for those persons engaged in it.

Janet H. McBride of Ruston has been appointed to the Louisiana Board of Examiners of Certified Shorthand Reporters. Ms. McBride is the owner of Janet McBride Court Reporting and will serve as a certified shorthand reporter.

Louisiana Children's Trust Fund Board

The Louisiana Children's Trust Fund Board provides funds for non-profit and public agencies throughout the state for the prevention of child abuse and neglect.

Judge Ree J. Casey-Jones of Shreveport has been appointed to the Louisiana Children's Trust Fund Board. Judge Casey-Jones is a district judge in the Caddo Parish Juvenile Court. She will represent the Louisiana Council of Juvenile and Family Court Judges.

Kimberly Sherman, Ph.D. of New Orleans has been appointed to the Louisiana Children's Trust Fund Board. Dr. Sherman is a senior professor of practice in the Tulane Psychology Department. She will represent the Louisiana Psychological Association.

State Licensing Board for Contractors

The purpose of the State Licensing Board of Contractors is the protection of the health, safety, and general welfare of citizens dealing with persons engaged in the contracting vocation, and affording citizens an effective and practical protection against incompetent, inexperienced, unlawful, and fraudulent acts of contractors with whom they contract. The Board also monitors construction projects to ensure compliance with the statutory and regulatory licensure requirements.

Kristen E. Brown of Shreveport has been appointed to the State Licensing Board for Contractors. Ms. Brown is president of Brown Builders. She will represent the 4th Congressional District and serve as a member in building or industrial construction nominated by Louisiana Associated General Contractors.

Division of Administrative Law

The Division of Administrative Law (DAL) was created in the Department of State Civil Service in 1995 and began operations on October 1, 1996. DAL is Louisiana's centralized administrative hearings panel. The Division of Administrative Law is independent from the agencies served, preserving fairness and impartiality in the right to administrative review.

Sabra M. Matheny of New Orleans has been appointed to the Division of Administrative Law. Ms. Matheny was most recently an administrative law judge within the Division of Administrative Law. She will now serve as the Director.

Louisiana Commission on HIV and Hepatitis C Education, Prevention, and Treatment

The commission researches and reviews all the state regulations, guidelines, policies, and procedures relative to the prevention of Hepatitis C, HIV infection, and AIDS and makes recommendations to the governor, the Department of Health and Hospitals and the legislature.

Evan M. Alvarez of New Orleans has been appointed to the Louisiana Commission on HIV and Hepatitis C Education, Prevention, and Treatment. Mr. Alvarez is an outreach specialist with the Office of the Governor. He will represent the Office of the Governor.

Louisiana Educational Television Authority (LETA)

The Louisiana Educational Television Authority (LETA) provides a vital communications network for the people of Louisiana. It provides information during times of emergencies such as hurricanes and most recently, floods. In addition, LETA distributes public television programming and educational content across the state. To do this, LETA maintains a complex infrastructure of fiber optics, satellite, broadcast and internet.

Saundra Y. McGuire, Ph.D. of Baton Rouge has been appointed to the Louisiana Educational Television Authority (LETA). Dr. McGuire is director emerita of the Center for Academic Success and retired Assistant Vice Chancellor of Chemistry at LSU. She will represent the Board of Regents.

Louisiana State Board of Medical Examiners

The mission of the Louisiana State Board of Medical Examiners is to protect and improve the health, safety, and welfare of the citizens of Louisiana through licensing, regulation, research, and discipline of physicians and allied health professionals in a manner that protects the rights and privileges of the licensees.

Juzar Ali, M.D. of New Orleans has been appointed to the Louisiana State Board of Medical Examiners. Dr. Ali is an academic clinician and clinical educator within the pulmonary and critical care unit with LSU Health Sciences Center in New Orleans. He will represent the LSU Health Sciences Center in NOLA.

Roderick V. Clark, M.D. of Lafayette has been appointed to the Louisiana State Board of Medical Examiners. Dr. Clark is a nephrologist with Lafayette General Medical Center. He will represent the Louisiana State Medical Society.

Kim S. Sport of New Orleans has been appointed to the Louisiana State Board of Medical Examiners. Ms. Sport is an attorney who practices independently. She will serve as a consumer member.

James A. Taylor Jr., M.D. of Zachary has been appointed to the Louisiana State Board of Medical Examiners. Dr. Taylor is associate program director with the East Jefferson Family Medicine Residency Program. He will represent the Louisiana Academy of Family Practice Physicians.

Terrie R. Thomas, M.D. of Baton Rouge has been appointed to the Louisiana State Board of Medical Examiners. Dr. Thomas is a physician with the Associates in Women's Health. She will represent the Louisiana Hospital Association.

Cheryl H. Williams, M.D. of New Orleans has been appointed to the Louisiana State Board of Medical Examiners. Dr. Williams is an allergist/immunologist with Advanced Allergy Associates, Inc. She will represent the Louisiana Medical Association.

Louisiana Postsecondary Inclusive Education Advisory Council

The Louisiana Postsecondary Inclusive Education Advisory Council was created under the auspices of the Board of Regents for the purpose of advising the on inclusiveprograms and methods to fund and expand inclusive programs in Louisiana.

Gerlinde G. Beckers, Ph.D. of Independence has been appointed to the Louisiana Postsecondary Inclusive Education Advisory Council. Dr. Beckers is with Lions Connected at Southeastern University. She will serve as a member with expertise in postsecondary educational programming for students with intellectual and developmental disabilities.

Mary F. Breaud, Ed.D. of Thibodaux has been appointed to the Louisiana Postsecondary Inclusive Education Advisory Council. Dr. Breaud is with The Bridge to Independence Program at Nicholls State University. She will serve as a member with expertise in postsecondary educational programming for students with intellectual and developmental disabilities.

Southeast Louisiana Flood Protection Authority - East

The Southeast Louisiana Flood Protection Authority-East sets policy and manages flood protection operations in Jefferson, Orleans and St. Bernard Parishes on the east bank of the Mississippi River. Specifically, the Flood Protection Authority is responsible for flood protection systems; the new Hurricane and Storm Damage Risk Reduction System (HSDRRS); the Mississippi River and Tributaries (MR&T) Levee System; and the Interior Non-Federal Levee Systems.

Thomas G. Fierke of Slidell has been appointed to the Southeast Louisiana Flood Protection Authority - East. Mr. Fierke is retired general counsel with Lockheed Martin. He will serve as an engineer or a professional in a related field such as geotechnical, hydrological, or environmental science.
