Hunton Andrews Kurth LLP has added Elizabeth Rafferty and Adisa Muse as directors of government affairs in its Global Economic Development, Commerce and Government Relations Group, the firm's full-service public affairs and strategies consultancy. Both Rafferty and Muse will be based in Richmond.

As key members of Hunton Andrews Kurth's statewide government relations team, Rafferty and Muse develop and manage legislative strategies for businesses, trade associations and localities before the Virginia General Assembly and executive branch, as well as coordinate the team's advocacy activities on clients' legislative and regulatory matters.

"Liz and Adisa bring sterling reputations and deep insight and connections in state government," said Todd P. Haymore, managing director of the firm's Global Economic Development, Commerce and Government Relations Group. "Given their diverse backgrounds and longtime experience, they will further enhance the government relations, strategic communications and advocacy, and economic development services that we provide our clients."

Prior to joining Hunton Andrews Kurth, Rafferty was a director on the government relations team at Williams Mullen. She also served as an advisor for community development for the Virginia Secretary of Commerce and Trade, managing and overseeing the statewide GO Virginia economic development initiative. She also served as policy and legislative director of the Virginia Department of Housing and Community Development.

Muse most recently served as Norfolk's chief deputy city clerk and senior advisor to Norfolk Mayor Kenneth C. Alexander. He also was director of the Virginia Voter Restoration Project and an aide to members of the U.S. House of Representatives and the Virginia House of Delegates. He ran a government relations firm that performed political and legislative consulting for prominent clients including the Virginia Legislative Black Caucus.

Rafferty received her undergraduate degree from the College of William & Mary and a master's in public policy at American University. Muse earned his undergraduate degree from Morehouse College and did postgraduate studies in international relations and economics at Johns Hopkins University.
