June 23, 2022 Meeting Highlights

Grey County Council met on June 23, 2022 at 10:00 a.m. in the Council Chamber and virtually through Zoom. The meeting was immediately followed by a session of Committee of the Whole. Recordings of the meetings can be found on Grey County's YouTube Channel.

County Council

  • Council accepted the minutes of the June 9 Council and Committee of the Whole meetings. Council Committee
  • Council received a report from the Integrity Commissioner concerning a complaint filed against councillor Paul McQueen about his attendance at multiple virtual meetings simultaneously. The report found the actions were not transparent. It also addressed situations when two per diems for were collected for participation in simultaneous meetings. The Integrity Commission did find the actions violated the Council Code of Conduct. After discussions, Council voted to approve the report and directed staff to draft revisions to the Council Code of Conduct to add clarity around meeting attendance. Report
  • Council passed a by-law delegating certain additional authorities to the Chief Administrative Officer during the 'Lame Duck' period from nomination day to the inauguration of the incoming County Council. By-Law

Committee of the Whole

  • Council passed a motion to extend the Supportive Outreach Services program until the end of March, 2023 using Cannabis Implementation Funding. This funding has been in reserve since 2018. The Supportive Outreach Program brings care directly to vulnerable people through community clinics and one-on-one follow ups. Council will also advocate the province for long-term funding for the important service. Report
  • Council received the Gleet Review and Green Fleet Strategy. This strategy provides recommendations to improve the County's purchasing and use of vehicles and provides recommendations for preparing for full battery electric vehicle implementation over the next 15 years. Report
  • Council received a report regarding the tools currently available to Grey County to promote the development of affordable housing. The report outlined the limitations of existing legislative and policy framework that Grey County is required to work within. The information will provide a basis for Grey County's delegation request to the Ministry of Municipal Affairs and Housing at the upcoming Association of Municipalities of Ontario conference. Report
  • Council approved an Official Plan Amendment for a property in Georgian Bluffs. The amendment supports the relocation of a landscaping company. Report
  • Grey County will appeal an approval by the Town of the Blue Mountains for a lot boundary adjustment in Thornbury. County transportation services had requested road widening provisions be included in the event space is needed in the future for services. The condition was not part of the conditional approval.   • Council approved formally adjusting the senior management team's hours of work to 40 hours per week from 35 to more closely align with their work schedules. Compensation will be adjusted accordingly
