Stock and Leader, Attorneys at Law, is pleased to announce that Dr. Leigh Dalton and Taylor Baublitz have joined the firm as Associates in our school law group.
Dr. Leigh Dalton rejoins the school law group focusing her practice on special education, general school law and pupil personnel issues.
Leigh returns to Stock and Leader after serving as the Director of Legal Services for the Pennsylvania School Boards Association and acting as the Chief of the Special Education Monitoring and Accountability Section at the Maryland State Department of Education (MSDE). In her role at MSDE, she directed the statewide implementation of the United States Department of Education's Results Driven Accountability process to monitor the provision of special education services, the same process that drives Cyclical Monitoring for Continuous Improvement engaged by the Pennsylvania Department of Education, Bureau of Special Education.
Before joining Stock and Leader, Leigh served as the Director of the York County Truancy Prevention Initiative, a program of the United Way of York County, in partnership with the York County Bar Foundation. In that role, she provided training and education on truancy to audiences across the state, including York County's sixteen (16) school districts.
Additionally, Dr. Dalton was influential in overseeing the implementation and expansion of the York County Youth Court Alliance in three (3) York County school districts. In 2012, she was recognized as 'A Person Who Matters' in York County for her efforts in furthering the Youth Court, primarily funded by the PA Commission on Crime and Delinquency.
Attorney Baublitz is a member of the firm's School Group focusing her practice in general school law.
A York County native, Taylor graduated cum laude with her B.A. in Art History from Lebanon Valley College in 2016. She worked as a summer associate for Stock and Leader in 2018, and earned a Juris Doctorate from Duquesne University School of Law in 2019.
During Taylor's time at Duquesne she served on the Appellate Moot Court Executive Board and was a member of various societies, including the Education Law Society. Taylor also worked as a certified legal intern for the Pennsylvania Innocence Project and Allegheny County Veteran's Court.
