Deputy Minister of Emergency Situations Vladlen Aksyonov has hosted today a working meeting with advisor of the Iran's Ministry of the Interior Hamidreza Fazlali and international cooperation and trade director Mojatabah Bashtani to discuss cooperation between Russia and Iran in disaster management.
'I would like to point out that we are ready to cooperate in humanitarian aid and disaster relief assistance among other points,' said Mr. Aksyonov.
Mr. Hamidreza Aliyar Fazlali noted that 'there are a lot of areas for cooperation between our agencies and we are interested to develop them.'
The Russian Deputy Minister of Emergency Situations stressed importance of regular bilateral meetings to discuss seismic threats and risks, particularly meetings of Iranian delegates with heads of Russian Emergency Ministry's structure divisions and organizations, namely, the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) and Antistikhia Center.
The result of those meetings was a number of practical events. In 2005, a team of specialists of VNII GOChS examined social facilities in Iran, including new housing located in a quake prone area. The Iranian party purchased the Struna mobile diagnosis complex designed to assess structural integrity of buildings and seismicity of areas. Experts of VNII GOChS trained a team of Iranian specialists to use and maintain the complex. In 2010, VNII GOChS and the Civil Defense organizations of Iran signed a Memorandum of understanding. Creation of a disaster forecast and prevention center, similar to the Decision-Making Center of VNII GOChS and the National Crisis Management Center of the Russian Emergency Ministry, is now under discussion, as well as Russian specialists training Iranian staff for the future center.
The Iranian delegates expressed great interest in training of mine rescuers in Russia, namely, at the Emergency Ministry's National Airmobile Rescue and Training Center for mine rescuers and miners in the town of Novokuznetsk and asked if it was possible to personally see how the Center operates. They also expressed wish to take active part in the International Exhibition ISSE 2018 sponsored by the Emergency Ministry. Both of those initiatives were appreciated by the Russian party.
The legal basis for cooperation with Iran is the Memorandum of Understanding in disaster management signed by the Russian Ministry of Emergency Situations and the Iranian Ministry of the Interior on 1 July 1999.
In 1996, food supplies were delivered to Iran (1.8 tons).
In 1997, humanitarian aid was delivered: tents, flour, medicines, clothes and blankets (69.4 tons).
In March 2003, assistance was provided to Iran with housing refugees from Iraq (tents, power generators, food supplies, water purifiers were delivered).
In December 2003, The Russian Emergency Ministry took part in relief operations after a devastating earthquake in Kerman province.
In 2005, a team of specialists of VNII GOChS examined 10 social facilities located in a seismic area in Iran, including new houses near the town of Bam which suffered from the December 2003 devastating earthquake.
In March and April 2006, following a request from Iran, the Russian Emergency Ministry in cooperation with concerned federal executive authorities provided humanitarian aid to the people of Iran affected by a devastating earthquake in Lorestan province. An Emergency Minsitry's plane delivered relief supplies, which included tents, blankets and heaters (53.5 tons).
In July 2010, VNII GOChS and the Iranian Civil Defense Organization signed a Memorandum of Understanding.

In September 2014, the Agreement on cooperation in disaster management in the Caspian Sea was signed during the Summit of Heads of the Caspian states in the town of Astrakhan (rarified by Federal Law of 28 December 2016 No 484-FZ).
A practical step to implement the Agreement was the international exercise Caspy 2016 staging response to emergency situations in the Caspian Sea and along its shore, as well as the international conference 'Organization of cooperation between managing bodies and forces in the event of a major disaster in the Caspian Region'. The Iranian party took part as an observer and sent a delegation headed by Deputy Minister of the Interior Ismail Najjar who supervised the country's disaster management.
