NOV 29, 2021The Mexican Tax Authority (Servicio de Administración Tributaria (SAT) Mandates Waybill Requirements for December 1st.

November 29, 2021 - The Mexican Tax Authority (Servicio de Administración Tributaria (SAT) has mandated waybill requirements, referred to as Carta Porte, for all traffic destined to, shipped from, or traveling within Mexico and applicable for all loaded, revenue empty and dangerous/hazardous residue shipments.

The requirements are effective December 1, 2021. As of this date, shipments travelling within Mexico will require specific commodity descriptions on the waybill. STCC codes for FAK such 461xxx series for intermodal and 37149x series for automotive will no longer be accepted since they are considered too general to be mapped to the new Mexican SAT code. As such, these STCCs will be prohibited for shipments within Mexico unless accompanied by further descriptive STCCs. For a list of prohibited commodities click here.

In addition to the use of specific STCCs, the Carta Porte also requires the following information be provided. Effective January 1, 2022 non-compliance of the Carta Porte may result in delays, penalties or confiscation of your shipment. The shipper is responsible for providing accurate information to origin linehaul carrier.

  • Valid STCC Code (not generic FAK)
  • Customs Tariff Code
  • UN/NA Identification Code - dangerous goods/hazardous materials
  • Universal Unique Identifier - transborder shipments originating Mexico
  • Complete commodity description, package type & quantity
