City Transitions to District-Based City Council Elections

The City of Laguna Niguel, like numerous other cities across the state, has changed the process of how voters elect City Council Members. On January 16, 2024 the City Council adopted Ordinance No. 2023-226, which establish by-district elections, defined 5 City Council districts and boundaries, and set the scheduled for future elections within the 5 districts. With this action, all City Council members will now be elected on a "by-district" basis, instead of a city-wide basis, from the City Council districts shown and numbered on the adopted, 'City of Laguna Niguel District Map'.

Beginning with the November 2024 General Municipal election, and every four years thereafter, the following three City Council districts shall be elected by-district: District 1, District 3, and District 5. In November 2026, and every four years thereafter, the following two City Council districts shall be elected by-district: District 2 and District 4. This district-based election system has replaced the City's previous system of at-large citywide elections in which voters had the ability to vote for all City Council Members.
