SFMTA Weekend Transit and Traffic Advisory for Weekend of Saturday, September 11, 2021

The San Francisco Municipal Transportation Agency (SFMTA) releases the following upcoming event-related traffic and transit impacts for this weekend, from Friday, Sept. 10through next Thursday, Sept. 16, 2021.

Federal Law Requires Face Masks on Muni

To help stop the spread of COVID-19, federal law requires wearing a maskin Muni stations and while riding transit. Violations can result in denial of boarding or removal from Muni and may carry federal penalties. Face coverings like scarves and bandanas do not meet this requirement. Under guidelines issued by the Centers for Disease Control and Prevention, taxi drivers are required to wear a face covering while transporting passengers. Chinatown Autumn Moon Festival

Saturday, Sept. 11 and Sunday, Sept. 12: The Autumn Moon Festival, now in its 31st year, will transform the iconic Grant Avenue in San Francisco Chinatown for two days, Saturday and Sunday, into an attractive Asian-themed corridor with outdoor dining, cultural exhibits, children's activities, martial arts, art displays and vendor offerings. The festival will take place between 11 a.m. and 5 p.m. each day. For event details, visit www.moonfestival.org.

The following street closures will be required from 12:01 a.m., Saturday to 8 p.m., Sunday:

  • Grant Avenue from California Street to Broadway
  • Commercial Street from Kearny Street to Grant Avenue
  • Intersection: Commercial Street at Grant Avenue

The following Muni routes will be affected: 1 California; 8 Bayshore; 10 Townsend; 12 Folsom-Pacific; 30 Stockton; and 45 Union/Stockton.

How Weird Street Faire

Sunday, Sept. 12:The 22nd annual How Weird Street Faire will be held from noon to 8 p.m. on Howard and 2nd streets. Heavy pedestrian traffic is expected in the area. Event participants are encouraged to take public transportation to the event. For event details visit https://howweird.org.

The following street closures will be required from 12:01 a.m., Sunday, Sept. 12 to 4 a.m., Monday, Sept. 13:

  • Howard Street between 1st and New Montgomery streets
  • 2nd Street between Mission and Folsom streets
  • Natoma Street between 1st and New Montgomery streets
  • Minna Street between 1st and New Montgomery streets
  • Tehama Street between 1st and New Montgomery streets
  • Intersections: 2nd Street at Howard, Tehama, Minna and Natoma streets

There will be no impact on Muni service.

Giant Race 2021 Run

Sunday, Sept. 12: The annual San Francisco Giants Race 5K run will take place. The 5K course tours the scenic San Francisco waterfront and finish on the field at Oracle Park, home of the San Francisco Giants. The run will start between 7:30 and 8 a.m. An estimated number of 1,500 runners is expected. For more event details, visit http://www.race-sfgiants.com/san-francisco.

The following street closures will be required from 3 a.m. to 1 p.m., Sunday, Sept. 12:

  • Eastbound King Street between Townsend and 3rd streets
  • Northbound Embarcadero between Broadway and Townsend Street
The following Muni routes will be affected: N Owl;N Judah Early Morning Shuttle; and T Third Early Morning Shuttle.

San Francisco Giants Baseball Game

Monday, Sept. 13 through Thursday, Sept. 16: The San Francisco Giants will play four home games against the San Diego Padres at the ballpark. Listed below are start times for these games: 1) 6:45 p.m., Monday, Sept. 13; 2) 6:45 p.m., Tuesday, Sept. 14; 3) 6:45 p.m., Wednesday, Sept. 15; and 4) 12:45 p.m., Thursday, Sept. 16.

Street Closures

To accommodate events that will take place at the ballpark, the following street closures will be enforced:

  • Two and a half hours before the opening pitch, the SFMTA will close eastbound King Street between 3rd and 2nd streets to vehicle traffic. King Street will reopen after first pitch until the seventh inning.
  • From the seventh inning until post-game traffic dies down, the SFMTA will again close eastbound King Street between 3rd and 2nd streets to vehicle traffic in order to reduce congestion on city streets.
  • Additionally, the northbound portion of the 4th Street Bridge (Peter R. Maloney Bridge) will be closed to all traffic except Muni, taxis and bicycles during the post-game period.

Taxi Stands

  • 2nd Street, west side, between Brannan and King Streets
  • 2nd Street, east side, between Townsend and King Streets
  • 3rd Street, east side, north of King Street

Special Event Parking Rates

During baseball games and other major events with more than 10,000 expected attendees at the Oracle Park, parking meters close to the ballpark will charge a special event rate of $8 per hour. These rates help reduce congestion and keep parking spots available in the neighborhoods near the ballpark, discouraging circling for free or cheap parking. Start times for special event rates vary based on the start time of the event. More information on special event parking regulations can be found on www.sfmta.com/special-event-parking.

Dreamforce Convention

Tuesday, Sept. 14, through Sunday, Sept. 26: A street closure of Howard Street between 3rd and 4th streets will be required for the Dreamforce Convention beginning at 6 a.m., Tuesday, Sept. 14 and continuing through 8 p.m., Sunday, Sept. 26.

Tuesday, Sept. 21, through Thursday, Sept. 23: Salesforce will be holding its yearly Dreamforce Convention with a select few attendees at the Moscone Centerin San Francisco, while the rest of the world will be joining virtually.Conference hours will be from 8 a.m. to 8 p.m. each day. Attendance will be drastically reduced from past years with no pedestrian crowds anticipated. For more information, visit https://www.salesforce.com/dreamforce/.

Significant traffic congestion is anticipated in and around Moscone Center between 7 a.m. and 7 p.m. daily for the duration of the closure. Travelers are encouraged to take public transportation or use alternate routes.

Howard Street traffic will be detoured via southbound 2nd Street to Harrison Street, or via New Montgomery Street to Hawthorne Street to either Folsom or Harrison streets.

There will be a signed bicycle detour for people on bikes on Howard Street to turn north at 2nd Street to Market Street. People on bikes who wish to stay on Howard Street will have the option to dismount at Howard and 3rd streets and walk their bicycle through the event along the north sidewalk.

Signage will be placed in advance of the street closures and detour routes.

SFMTA Parking Control Officers and San Francisco Police Officers will be deployed at key intersections throughout the closures.

The following Muni routes will be affected: 8 Bayshore; 8AX Bayshore A Express; 8BX Bayshore B Express; 12 Folsom; 14 Mission; 14R Mission Rapid; 30 Stockton and 45 Union/Stockton.

Concert at Chase Center

Wednesday, Sept. 15: Tame Impala music group from Australia will be performing at the Chase Center. Show will begin at 7:30 p.m. Doors will open at 6 p.m. For event information, visit www.chasecenter.com/tame-impala.

Muni will operate supplemental 78X Arena Express service on game/event days:

  • Pre-game express shuttle servicefrom 16th Street BART Station to 16th and 3rd streets will start two and a half hours before each game/event and ends one hour after game/event starts.
  • Post-game express shuttle servicefrom 16th and 3rd streets to 16th Street BART Station will end until area clears.

Street Closures

To accommodate events that will take place at the arena, the following street closures will be enforced two hours before and one hour after each event:

  • 16th Street between 3rd Street and Terry Francois Boulevard
  • Warriors Way between 3rd Street and Terry Francois Boulevard
  • Northbound 3rd Street between 16th Street and Warriors Way will also be closed approximately 30 minutes before an event ends and 45 minutes after an event ends.
  • Only local access will be allowed on Northbound Illinois Street between Mariposa and 16th streets.

No Parking Zone

To facilitate loading and pick up for Muni customers and patrons, NO PARKING will be in effect at these locations during events:

  • 16th Street between 3rd Street and Terry Francois Boulevard
  • Warriors Way between 3rd Street and Terry Francois Boulevard
  • Terry Francois Boulevard (TFB) between Warriors Way and the 700 Block of TFB

Taxi Stands

  • There is one taxi stand located on southbound Terry Francois Boulevard.
  • Ramp Taxis should use the loading zone on eastbound Warriors Way (formerly South Street) at Bridgeview Way.

CONSTRUCTION WORK AND OTHER UPDATES

UPDATE: Van Ness Improvement Project

On Sunday, Sept. 12, between the hours of 8 p.m. and 7 a.m., Monday, Sept. 13, crews are scheduled to work on traffic improvements, remaining overhead power installations, traffic signal wiring and hardware installations, light pole setting, and related work at the following locations:
  • Van Ness between Lombard and Greenwich streets
  • Van Ness between Greenwich and Filbert streets
  • Van Ness between Filbert and Union streets
  • Van Ness between Grove and Hayes streets
  • Van Ness between Market and Mission streets
Work that requires reducing Van Ness Avenue to one lane in each direction will be limited to nighttime hours. Construction scheduling is subject to change due to weather delays or unexpected field conditions. For more project details and the latest construction updates, visitwww.sfmta.com/vanness.

UPDATE: Change to SFMTA's Customer Service Center

The SFMTA's Customer Service Center (CSC) has been providing service including: 1) Sales of Residential Parking Permit; 2) Community Service Enrollment; 3) Payment Plan Enrollment; and 4) Lifeline Program Enrollment. Sales ofLifeline monthly passes will be available. Since Saturday, Sept. 4,business hours for the following transit kiosks have been changed:
  • Hyde and Beach Service Kiosk
  • Bay and Taylor Service Kiosk located next to the Cable Car turnaround (reopened since closure in March 2021)
  • Powell and Market Service Kiosk located next to the Cable Car turnaround
Operation hours are from 7:45 a.m. to 8:45 p.m., seven days a week, including holidays.These kiosks are closed for two 30-minute breaks daily: 1) from 11 to 11:30 a.m. and 2) from 5:30 to 6 p.m.Since Saturday, Sept. 4,business hours at the Presidio Service Kiosk (located at the corner of Geary Boulevard and Presidio Avenue) have been changed.Operation hours are from 10 a.m. to 4 p.m. daily, seven days a week, excluding major holidays. This kiosk is closed for break from 12:30 to 1 p.m. daily.

The following SFMTA services are available at all locations:

  • Purchase of Parking Meter Card
  • Purchase of Cable Car Tickets
  • Purchase of 1-day, 3-day and 7-day Passports

The following Clipper service is available at services kiosks at Powell and Market streets and at Presidio Avenue:

  • Purchase passes and load value
  • Apply for and issue Senior and Youth Clipper cards

The following services are available at Presidio Service Kiosk (located at the corner of Geary Boulevard and Presidio Avenue):

  • Retrieve paper applications for Community Service and Payment Plan. Application for Enrollment of Low-Income Discount Program
  • Customers can also drop off complete applications for these programs at any of these locations.
  • Payments for Parking and Transit citations (citation number or license plate required)

The last day of lifeline monthly passes sales at 170 Otis Street will be Wednesday, Sept. 15, the SFMTA service kiosk at 170 Otis Street will be permanently closed for business effective Thursday, Sept. 16.

Sales of Lifeline Passes

Effective the month of Oct. 2021, sales of monthly lifeline pass run by Human Service Agency (HSA) will reopen:
  • 170 Otis Street: sales will be available the last three business days of the month and the first three business days of the subsequent month.
  • 3120 Mission Street: sales will be available the last two business days of the month and first two business days of the subsequent month.

ONGOING: Muni's COVID-19 Core Service Network

Some Muni routes have been modified as a result of COVID-19 pandemic restrictions and the city's former health order. On Saturday, Aug. 14, the SFMTA implemented another round of COVID-19 Core Service changes, with 18 routes being restored, expanded or modified. Services hours were also extended on select bus routes, visit the Service Changes webpage for details. Muni's transit system is expected to normalize in 2022. Until further notice, Muni buses will continue to serve the L Taraval Metro line.

ONGOING: Shared Spaces Program

The city's multi-agency Shared Spaces program opened some parts of streets in San Francisco to create public space for outdoor dining, retail, cultural activities and physical distancing. The program allows the use of sidewalks, parking space, full or partial streets, or other nearby public spaces like parks and plazas for a wide range of activities responding to the COVID pandemic, as allowed by San Francisco's Public Health Order. ONGOING: 19th Avenue (CA Route 1) Combined City Project

San Francisco Public Works is leading a multi-agency project to replace aging infrastructure and improve safety along 19th Avenue between Holloway Avenue and Lincoln Way.

Construction work for the first segment of this project along 19th Avenue between Lincoln Way and Noriega Street has begun.

As part of the 19th Avenue Combined City Project, the SFMTA will implement transit priority and safety improvements for people walking along the route of the 28 19th Avenue. The improvements will make it safer to walk, remove stops to make transit service more reliable, and enhance customers' experiences-on and off the bus.

To improve safety along 19th Avenue, the SFMTA will: 1) install pedestrian bulbs at 19 intersections and transit bulbs at 13 intersections; 2) modify traffic and pedestrian signals to give people who walk more time to cross the street; and 3) extend the bus zone at one intersection. Installing transit bulbs allow Muni vehicles to stop for passengers without having to pull out of traffic, and pedestrian bulbs increase the visibility at intersections of people who walk.

As part of the project, seven Muni stops wereremoved on 19th Avenue between Irving Street and Ocean Avenue last October. The following Muni routes have been affected with the stop removal:

  • 28 19th Avenue
  • 91 3rd Street/19th Avenue Owl

The SFMTA's temporary special program, Essential Trip Card (ETC) Program, will assist people with disabilities and older adults to make essential trips under Muni's temporary transit changes. The program provides two to three round trips at an 80% discount per month, i.e. rider pays $6 to receive a value of $30 or pays $12 to receive a $60 value. Riders may receive additional value up to $120 of taxi service per month per customer upon request.

To qualify for the program: customer must be either age 65 or older or an adult with disabilities.Eligible adults may apply for the ETC program by calling 311 and mentioning the program. Staff will be available between 9 a.m. and 4:45 p.m., Monday through Friday.
