Despite rapid and well‑targeted policy action to respond to the crisis, the Latin American and Caribbean (LAC) region has been the global epicentre of the COVID -19 pandemic with the greatest socio-economic impacts. Although positive growth is foreseen for 2021, gross domestic product per capita is not expected to return to pre‑crisis levels before 2023‑24. The impact of the crisis has been asymmetric, particularly affecting the most vulnerable groups.

The 14th edition of the Latin American Economic Outlook, Working together for a better recovery, aims to analyse and provide policy recommendations for a strong, inclusive and environmentally sustainable recovery in the region.

The report explores in particular policy actions to improve social protection mechanisms and increase social inclusion, fostering regional integration and strengthening industrial strategies. It also highlights the need to rethink the social contract to restore trust and empower citizens at all stages of the policy‑making process. Finally, this report insists on the importance to continue renewing international co-operation to support these policy actions. The publication includes three cross‑cutting themes: climate change and the green recovery; the digital transformation and the gender dimension.

Since 2007, the annual Latin American Economic Outlook report has analysed issues related to economic and social development in Latin America. It is published jointly by the Development Centre of the Organisation for Economic Co-operation and Development (OECD), the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), CAF -Development Bank of Latin America, and the European Commission.
