Direct indemnification means that a victim in an accident applies for compensation to his/her OSAGO insurer rather than to the company that insured the liability of the person responsible for the accident. After that, the insurers will settle among themselves. Due to the specifics of the current settlement system, certain categories of drivers, such as motorcyclists, receive insurance payments from their insurance company which amounts are higher than the amounts this insurance company will later receive from the guilty person's insurer. It becomes unprofitable for insurers to insure such drivers.
The Bank of Russia proposes to adjust the rules for mutual settlements between insurers, in particular, taking into account the type of a vehicle. This will make mutual settlements more fair and polices more affordable.
