Meetings of the EU Foreign Affairs Council (Defence) and European Defence Agency’s Ministerial Steering Board

Minister of National Defence, Vasile Dîncu, participated in the EU Foreign Affairs Council Meeting (Defence) on Tuesday, 17 May, at Brussels.

The meeting agenda was mainly dedicated to the implementation of the Strategic Compass, with focus on enhancing the efficiency of the missions and operations carried out under the aegis of the Common Security and Defence Policy (CSDP). During a working lunch, the defence ministers also debated on the latest developments of Russia's military aggression against Ukraine.

The activity started with a short working session dedicated to the current topics, during which the EU High Representative for Foreign Affairs and Defence Policy briefed the audience with respect to the current issues by reviewing a series of recent such developments.

During the first working session, the talks focused on the support required for a series of proposals on enhancing the efficiency of the CSDP missions and operations, considering the fact that the recent developments from Ukraine and African continent clearly show the need of a change at the European Union operational level.

In this context, the Romanian defence minister emphasized the importance of the flexibility and adaptability of the missions' mandates, which are key-elements for the enhancement of the operational efforts and the accomplishment of goals. Also, the defence minister pointed out the relevance of the third-states' local authorities for EU's foreign actions, this being of utmost importance for the success of any operation.

Also, during an informal working lunch, the defence ministers debated on the latest developments of the security situation from Ukraine as well as the the support measures taken in support of Ukraine at EU level. This session was also attended by the Ukrainian defence minister Oleksii Reznikov, via videoconference. In his allocution, the Romanian defence minister reiterated the support Romania gave Ukraine from the very moment of the war initiation. At the same time, the official emphasized the need to continue the on-going support measures taken at EU level but also to coordinate and maintain the trans-Atlantic unity in its firm response to Russia's aggression. Not least, minister Dîncu highlighted the fact that the Russian aggression against Ukraine caused regional implications and it is necessary to continue provide support to the Eastern neighboring states.

The defence minister also participated in the European Defence Agency's Ministerial Steering Board Meeting. The activity began with a short session during which the officials agreed upon the way of rendering operational the Hub for EU Defence Innovation - HEDI. At the same time, the EU defence ministers talked about ways of increasing the actions meant to cover the defence capability shortage at the EU level, based on the data made available by EDA.

On the sidelines of the reunion, the minister of national defence had a meeting with his French counterpart, by approaching current topics listed on NATO and EU agendas and focusing on the measures taken to consolidate the defence capacity of NATO's Eastern flank.
