Premier King announces changes to Senior Management Team

Premier Dennis King announced today changes to the senior management team of government.

Paul Ledwell, Clerk of Executive Council, Secretary to Cabinet and Deputy Minister to the Premier recently indicated that he will be leaving his current role as of May 7, 2021 to take another opportunity outside of the provincial government. Paul has served in the role of Clerk of the Executive Council since 2016 and has been with the Province of Prince Edward Island since 2015.

'Paul has been instrumental in leading a professional and responsive public service in Prince Edward Island over the past six years,' said Premier King. 'I want to thank Paul for his service to Islanders in his role with the Province of Prince Edward Island and best of luck in his next adventure.'

Premier King confirmed the following changes to government's senior management team:

• Dan Campbell, Clerk of the Executive Council & Secretary to Cabinet;
• Christopher Gillis, Deputy Minister of Priorities and Intergovernmental Affairs;
• Denise Lewis-Flemming, Deputy Minister of Finance;
• Jonah Clements, Deputy Minister of Justice and Public Safety and Deputy Attorney General;

Backgrounder:

Dan Campbell, CFA

Dan served as Deputy Minister of Finance since May 2019. Prior to that appointment, he was the Secretary to Treasury Board, beginning in 2014, after coming to the Province from the Atlantic Canada Opportunities Agency (ACOA).

Dan also previously worked with the Executive Council Office on a secondment basis as a senior policy advisor on fiscal and economic relations before assuming the role of Director, Strategic Initiatives in the Department of Innovation and Advanced Learning. Prior to joining ACOA, he worked with Export Development Canada in Ottawa in a variety of roles over an 11-year period, most recently specializing in aerospace financing.

Dan obtained his Chartered Financial Analyst designation in 2001. He holds a Master of Business Administration from Dalhousie University and a Bachelor of Business Administration from the University of Prince Edward Island.

Christopher Gillis

Christopher has worked in various roles-from policy and communications advisor to executive director-in the public, private, and not-for-profit sectors. He has held positions with the Government of Canada and a multinational private-sector corporation among others. Most recently he was the Executive Director of the Canadian Alliance for Skills & Training in Life Sciences (CASTL), a first-of-its-kind partnership between academia and industry that provides a talent pipeline of highly-skilled people to the biosciences sector in Atlantic Canada and across the country. Christopher is a sessional professor at the University of Prince Edward Island where he taught in the Department of Political Science for five years and in the Business Faculty for the last two years. He has also taught at Holland College.

Christopher holds a Bachelor of Arts (Political Science) from the University of Prince Edward Island and a Master of Public Administration from Queen's University. He is a Certified Professional in Human Resources (CPHR) and a Project Management Professional (PMP).

Christopher lives in Charlottetown with his husband, Craig, and their new puppy, Pepper.

Jonah Clements

Jonah was admitted to the bar in 2013 and has worked as a lawyer in both private and public settings. His most recent work involved risk management for the University of Prince Edward Island and serving as General Counsel for the Island Regulatory and Appeals Commission.

Jonah has published and presented on various topics in the legal community including human rights, employment law, and policy development. He has volunteered with various community groups and organizations over the years, most recently with the Boys and Girls Club of Charlottetown and Montague and the Council of Canadian Administrative Tribunals.

Prior to attending the Schulich School of Law at Dalhousie University, Jonah graduated from Carleton University where he studied international business with a concentration in finance. He also studied at Bucerius Law School in Hamburg, Germany.

Jonah lives in Stratford with his wife Joanna and daughter Rio.

Tyson Bradley, CPA, CA

Tyson's most recent role was Chief Executive Officer at Innovation PEI. Prior to that, he was the Director of Finance at the PEI BioAlliance where he was dedicated to increasing the economic impact of the bioscience sector in Prince Edward Island. Tyson has been involved in several important initiatives, including Emergence, Canada's virtual bioscience business incubator. He was also a founding board member of Natural Products Canada, North America's first business accelerator dedicated to the commercialization of products and technologies based on natural product chemistry.

Tyson is a Chartered Professional Accountant and has extensive experience in developing business plans, providing financial advice to a wide range of clients, working in a global and regulatory environment, fulfilling key financial reporting requirements, and leading teams to deliver on policy and priorities that support sustainable economic growth in Prince Edward Island.

Denise Lewis Flemming, CPA, CA

Denise is a Chartered Professional Accountant (Chartered Accountant) who has worked in PEI's public service since 1992. She has served with the Auditor General's Office, the Public Service Commission, and the Provincial Treasury. From January 2009 to April 2021, she worked at Health PEI where she held various senior leadership positions, including six years as Chief Financial Officer and three years as Chief Executive Officer.

Throughout her years of service, Denise has provided leadership for service delivery improvement initiatives, the introduction of new programs, and large contract negotiations. She is a past member of the Conference Board of Canada's Council for Innovation Procurement and has been a Public Sector Pension Plan commissioner since 2009.

Denise is a graduate of the Bachelor of Business Administration program at the University of Prince Edward Island and Dalhousie University's Master of Public Administration program. She is also an alumnus of the 2017 Governor General's Canadian Leadership Conference.

Denise lives in Winsloe with her husband Brian.

Sonya Hooper

Sonya was the Executive Director of the Early Childhood Development Association of PEI for more than 18 years. In that role, she conducted research that impacted and transformed policy and practice in early learning and child care. She also organized and facilitated local and regional conferences and served as co-chair for national conferences.

Sonya has many years of early childhood professional experience, including work in kindergarten and special needs education and in operating her own licensed child care facility for 10 years. She is passionate about professionalizing the practice of early learning and child care; she has developed and delivered numerous workshops, participated as a panel speaker at multiple conferences and was a guest co-editor for a special 2015 issue on professionalism in ECEC for Canadian Children, the journal of the Canadian Association for Young Children.

Sonya has been an active member of the Canadian Child Care Federation Member Council for more than 15 years and is a past member of the Child Care Human Resource Sector Council (2011 - 2013). She was the recipient of the 2009 ECDA Award of Excellence and and an honoured recipient of the Holland College Distinguished Alumni award.

Sonya has a diploma in Early Childhood Care and Education from Holland College and a Master of Education in Leadership in Learning from the University of Prince Edward Island.

Lisa Thibeau

Lisa previously served as acting Executive Director of Health PEI. She has extensive experience in addictions programming in Prince Edward Island and with the Addictions Foundation of Manitoba.

Lisa has played an instrumental role in overseeing operations for provincial inpatient and Community Mental Health and Addictions. She has sat on provincial, federal, and territorial committees and has played a significant role in the development and promotion of Health PEI strategies and goals. Lisa brings a wealth of policy oversight and strategic planning to her work and fosters approaches that deliver high-quality health care, retention, and recruitment.

Lisa holds a Master of Business Administration from the University of Prince Edward Island and a Master of Arts in Psychology and Counselling from Yorkville University.

Stefanie Corbett

Stefanie has been helping entrepreneurs achieve their goals for the last 12 years. With a background in strategic planning, financial analysis, and leading high-performing sales teams, she is passionate about pushing entrepreneurship forward and helping companies gain easier access to capital.

Stefanie is a partner at Island Capital Partners, a venture fund based in Prince Edward Island that invests in early-stage companies with high growth potential and strong founding teams. She was instrumental in establishing the fund, which is a first-of-its-kind in the province and is now the primary lead working with the Island Capital's portfolio companies and the limited partnership, a network of private investors. She also works with early-stage companies through the local incubator to better prepare them before they take on investment.

Stefanie sits on multiple boards including the Charlottetown Airport Authority, Synapse, Startup Zone, and Communities 13 Inc. She was also appointed to the Premier's Council for Recovery and Growth. Stefanie gives back to the community and has dedicated many volunteer hours to the Stars for Life Association and the North River Minor Hockey Community.

Karen MacDonald

Karen has served as Deputy Minister of Justice and Public Safety and Deputy Attorney General since May 2020. Prior to that appointment, she was Director of Community and Correctional Services from 2014-2020.

With over 30 years of civil service experience in the Department of Justice and Public Safety, and Health PEI, Karen has been in various supervisory, management and human resources roles.

Karen holds a Masters of Business Administration from the University of Prince Edward Island, specializing in Innovative Management, and undergraduate degrees in Criminology and Law at Carleton University.

Daniel MacDonald

Danny has worked in various roles at the PEI Liquor Control Commission since 1998. Beginning his career in the finance department, he moved to the marketing and retail division in 2003 in the role of Marketing Coordinator. In 2015, he became Marketing Manager. In April 2020, he joined the Senior Management team as the of Director of Marketing and Sales.

Danny is a graduate of the University of Prince Edward Island and lives in Sherwood with his wife Tammy, son Devin and daughter Kali.

Mary Hunter

Mary began her career with the provincial government in 1998 and has 20 years of experience working within the Ministry of Economic Growth and Workforce Development. She has led numerous strategic initiatives at that time, including the negotiations and devolution of labour market agreements to the Province in 2008-2009. She served as Executive Director for the National Forum of Labour Market Ministers from 2013 to 2015 and the Director of Immigration from 2018 to 2020. Mary has led consultations with industries, organizations, stakeholders, employers, and residents to develop work plans and key initiatives for the Province.

Mary holds a Bachelor of Integrated Studies degree from the University of Prince Edward Island.
