Tonko Hails $160 Million DOE Announcement Implementing His Micro Act to Drive Chip Research & Development

WASHINGTON, DC - Congressman Paul D. Tonko (NY-20) today cheered an announcement by the U.S. Department of Energy (DOE) to make $160 million available to support and strengthen America's semiconductor industry through the formation of Microelectronics Science Research Centers (MSRCs). This action is thanks to the Micro Act - legislation Tonko authored that enabled DOE to establish these centers - which was included and signed into law as part of the CHIPS and Science Act.

"Robust federal investments in American semiconductor manufacturing pay back dividends for our economy and communities, expanding scientific research, creating quality jobs, and charting a course for U.S. leadership and competitiveness abroad," Congressman Tonko said. "I pushed hard for these bold investments through vital legislation like the CHIPS and Science Act. I'm thrilled by this announcement that implements my Micro Act and further drives research and development into this industry by establishing key Microelectronics Science Research Centers. I won't stop working to deliver these strategic investments to drive innovation, support domestic manufacturers, and build out a 21st century economy."

Tonko has been at the forefront of efforts to jump-start American leadership on semiconductor research and manufacturing through his Micro Act. He continues pushing for semiconductor investments directly to the Capital Region, including his campaign to establish a National Semiconductor Technology Center (NSTC)-funded through the CHIPS and Science Act- in New York State.

Specifically, Tonko's Microelectronics Research for Energy Innovation (Micro) Act:

  • Requires the DOE to establish a program on the development, demonstration, and commercial application of microelectronics to drive the nation's global competitiveness in the field of microelectronics.
  • Establishes up to four Microelectronics Science Research Centers to conduct mission driven research to address foundational challenges in the design, development, and fabrication of microelectronics and to facilitate the translation of research results to industry.

DOE's funding will support the formation of Microelectronics Science Research Centers (MSRCs) focused on energy efficiency and extreme environments. The total planned funding of $160 million will be appropriated over four years, with $40 million in Fiscal Year 2024 dollars and outyear funding contingent on congressional appropriations.
