Council Connection for June 21

At the Tuesday, June 21 In-Person Regular Meeting in the Community Center, Councilmembers recognized Thurgood Marshall High School Girls and Boys Track Teams for their UIL 5A championships; and amended Missouri City taxation exemptions to include $25,000 for seniors (65 and older), $20,000 for disabled persons and 2.5 percent for residential homestead. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions

  1. Recognized the Thurgood Marshall High School Girls Track Team for being UIL 5A State Champions for two consecutive years.
  2. Recognized the Thurgood Marshall High School Boys Track Team for being UIL 5A State Champions for five years.

Staff Reports

  1. Received a presentation by Jon Hockenyos on the economic forecast and City sales tax projections.

Consent Agenda

  1. Authorized (5-1) the execution of an interlocal agreement between Fort Bend County and the City for the collection of Public Improvement District (PID) assessments for properties located within PID No. 2 and PID No. 4 in Missouri City.
  2. Approved (6-0) to increase Yellowstone Landscape contract in the amount of $126,934.20 for the provision of Grounds Maintenance Service for new property recently acquired and requiring trim mowing.
  3. Authorized (5-1) the Interim City Manager to approve a purchase order increase of $20,000 for generator maintenance and repair services from provider Clifford Power Systems, Inc.
  4. Postponed (6-0) to authorize the Interim City Manager to approve a purchase order increase for fleet repair services in an amount not to exceed $51,000 per annum with the service provider Helfman Ford, Inc. utilizing the Fort Bend County Interlocal Agreement. The original purchase order would be increased from $49,500 to $100,500 per annum.
  5. Authorized (5-1) the City Manager to approve a purchase order increase of $24,000 for HVAC maintenance and repair services from provider Lange Mechanical Services, L.P., in an amount not to exceed $73,000 per annum.
  6. Authorized (6-0) the execution of an interlocal agreement between Fort Bend County and the City of Missouri City for the collection of taxes for properties located within Missouri City.
  7. Authorized (6-0) the Interim City Manager to execute a contract (IFB 22-311) with 717 Construction Services, LLC for pavement lifting services for an amount not to exceed $1,800,000 for a three-year term.

Public Hearings & Related Actions

Zoning Public Hearings & Ordinances

  1. Held a public hearing to receive comments for or against proposed amendments to the City of Missouri City Zoning Ordinance regarding Section 4. Definitions regarding sexually oriented businesses
  2. Approved (5-1) an ordinance on the first of two readings amending Section 4, Definitions, of Appendix A of the Missouri City Code, entitled "The City of Missouri City Zoning Ordinance;" amending the definition of a sexually oriented business; and providing a penalty.

Authorizations

  1. Authorized (6-0) the Interim City Manager to execute a construction contract with Sterling Site Services, LLC for the construction of Willow Water Hole regional detention pond for an amount not to exceed $1,179,773.78.
  2. Consideration and Possible Action - To authorize the Interim City Manager to negotiate and execute a contract with Intense Fitness by Ifoma, LLC for instructional youth volleyball programs in an amount not to exceed $135,000. This item was withdrawn.

Ordinances

  1. Approved (6-0) an ordinance on the second and final reading amending Chapter 34, Finance and Taxation, of the Missouri City code; amending taxation exemptions; providing for repeal; and providing for severability. Council approved Scenario 7 which included $25,000 for seniors (65 and older), $20,000 for disabled persons and 2.5 percent for residential homestead. For more details, review Agenda Cover Memo.

Resolutions

  1. Approved (6-0) a resolution granting consent to Quail Valley Utility District to annex approximately 1.46 acres of land situated within the corporate limits of Missouri City, Texas.

Closed Executive Session

  1. Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: Former employee claim of wrongful termination and other claims.
