Temporary Lane Closures in the I-295/295 DC Corridor for the Week of April 12

(Washington, DC)-The District Department of Transportation (DDOT) will temporarily close lanes, ramps and shoulders on the following roadways to perform construction activities along and near the I-295 / DC 295 corridor.

The following lane closure will be in place Temporary Lane Closures in the I-295/295 DC Corridor for the Week of April 12, weather permitting.

  • I-295 southbound single left or right lane between South Capitol Street / Malcolm X Avenue / JBAB (Exit 2) and US Naval Research Lab / DC Water / Blue Plains (Exit 1)
  • Malcolm X Avenue, SE eastbound left or right lane between 2nd Street, SE to South Capitol Street, SE/SW

The following lanes, ramp, and shoulder closures will be in place daily from 9:30 a.m. to 3:30 p.m., Monday, April 15, 2019, through Friday, April 19, 2019, weather permitting:

I-295 / DC 295 Southbound

  • Single left or right lane/shoulder between I-695 (Exits 1B-C) South Capitol Street / Malcolm X Avenue / JBAB (Exit 2)

Local Roads

  • East Capitol Street Bridge eastbound and westbound center lane between C Street NE and I-295 Ramp
  • South Capitol Street, SE/SW northbound single left or right lane between Firth Sterling Avenue, SE and N Street, SE
  • South Capitol Street, SW Southbound single left or right lane / shoulder from Martin Luther King Jr. Avenue SE, to Malcolm X Avenue, SE
  • Suitland Parkway, SE single left or right lane between Martin Luther King, Jr. Avenue, SE and South Capitol Street, SE
  • Firth Sterling Avenue, SE single left or right lane between South Capitol Street, SE and Howard Road, SE
  • Potomac Avenue SE/SW single left or right lane between First Street, SE and Second Street, SW
  • P Street, SW between South Capitol Street, SW and Half Street, SW

The following lane and shoulder closures will be in place daily from 9:30 a.m. to 9:00 p.m. from Monday, April 15, 2019 to Friday, April 19, 2019, weather permitting:

  • I-295 northbound single left or right lane and shoulder between Laboratory Road / US Naval Research Lab (Exit 1) and I-695 to I-395 Downtown (Exit 5A)
  • St Elizabeths Avenue, SE southbound single right lane between Firth Sterling Avenue, SE and Sweetgum Lane SE

The following lane, ramp, and shoulder closures will be in place nightly from 9:00 p.m. to 5:00 a.m., Sunday, April 14, 2019, through Saturday, April 20, 2019 weather permitting:

I-295 / DC 295 Northbound

  • Single left or right lane between Laboratory Road / US Naval Research Lab (Exit 1) and Malcolm X Avenue / JBAB (Exit 2)
  • Two left or right lanes between Malcolm X Avenue / JBAB (Exit 2) and I-695 to I-395 Downtown (Exit 5A)

I-295 / DC 295 Southbound

  • Two left or right lanes between I-695 (Exits 1B-C) and South Capitol Street / Malcolm X Avenue / JBAB (Exit 2)
  • Single left or right lane between South Capitol Street / Malcolm X Avenue / JBAB (Exit 2) and US Naval Research Lab / DC Water / Blue Plains (Exit 1)

  • South Capitol Street, SW southbound full closure between Overlook Avenue, SW and Martin Luther King Jr. Avenue, SE nightly from April 14th to April 20th. Signed detour will be in place for closure.
  • Suitland Parkway, SE single left or right lane between Martin Luther King, Jr. Avenue, SE and South Capitol Street, SE
  • Suitland Parkway, SE full closure between Firth Sterling Avenue, SE and South Capitol Street, SE nightly from April 15th to April 19th. Signed detour will be in place for closure.
  • Firth Sterling Avenue, SE single left or right lane between South Capitol Street, SE and Howard Road, SE
  • Firth Sterling Avenue, SE full closure between St. Elizabeths Avenue SE and South Capitol Street SE nightly from April 15th to April 19th. Signed detour will be in place for closure.
  • Potomac Avenue SE/SW single left or right lane between First Street, SE and Second Street, SW
  • P Street, SW between South Capitol Street, SW and Half Street, SW
  • Howard Road, SE single left or right lane between Firth Sterling Avenue, SE and Suitland Parkway, SE
  • Howard Road, SE full closure between Firth Sterling Avenue, SE and South Capitol Street, SE nightly from April 15th to April 19th. Signed detour will be in place for closure
  • St Elizabeths Avenue, SE southbound single right lane between Firth Sterling Avenue, SE and Sweetgum Lane SE

Ramps (signed detours will be posted)

  • I-295 northbound off-ramp to westbound South Capitol Street / Nationals Park / Downtown (Exit 3B)
  • I-295 northbound on-ramp from northbound Firth Sterling Avenue, SE.
  • I-295 southbound off-ramp to Howard Road / Nationals Park (Exit 4B).
  • I-295 southbound off-ramp to Suitland Parkway / US Naval Station (Exit 4A)
  • I-295 southbound on-ramp from eastbound Suitland Parkway, SE.

The following lane and shoulder continuous closures will be in place during the weekend from 9:00 p.m., Friday, April 19, 2019 to 5:00 a.m., Monday, April 22, 2019 weather permitting:

  • I-295 / DC 295 northbound up to two left or right lanes/shoulder between Laboratory Road / US Naval Research Lab (Exit 1) and East Capitol Street.
  • I-295 / DC 295 southbound up to two left or right lanes/shoulder between East Capitol Street and US Naval Research Lab / DC Water / Blue Plains (Exit 1)

Traffic Signals at the intersection of Eaton Road, SE and Firth Sterling, Avenue, SE will be removed and all traffic exiting Eaton Road, SE will be required to come to a complete STOP.

Additionally, East Capitol Street Bridge long-term eastbound and westbound left lane closure between C Street NE and DC 295 Ramps until June 2019.

These closures are required for construction activities associated with the following DDOT projects:

South Capitol Street Corridor Project - Frederick Douglass Memorial Bridge

The South Capitol Street Corridor Project calls for replacing the Frederick Douglass Memorial Bridge and transforming related sections of the urban freeway into a beautiful scenic boulevard that increases pedestrian and vehicular safety, improves multimodal transportation options, increases community accessibility and supports economic development on both sides of the Anacostia River.

I-295 / Malcolm X Avenue SE Interchange Improvement Project

The multiple phases of this project include the reconstruction of the I-295 interchange with Malcolm X Avenue SE, including modified ramps and a new access roadway to the St. Elizabeth's West Campus. The planned improvements will be made between Firth Sterling Avenue SE, on the north, and the South Capitol Street/Martin Luther King, Jr. Avenue SE intersection to the south. The project will provide transportation improvements to serve the proposed Department of Homeland Security headquarters consolidation on the St. Elizabeth's West Campus.

Rehabilitation of Anacostia Freeway Bridges over Nicholson St, SE

The District Department of Transportation project to rehabilitate the Anacostia Freeway bridges over Nicholson St, SE is part of DDOT's ongoing commitment to safety. The rehabilitation project will focus on reconstruction of the bridge deck and adjoining ramps to address deteriorating structural elements, ensuring that each bridge remains a reliable part of our infrastructure.

Rehabilitation of East Capitol Street Bridge over Anacostia River Project

The Rehabilitation of the East Capitol Street Bridge (also known as the Whitney Young Jr. Memorial Bridge) over the Anacostia River includes improvements to the substructure and superstructure of the bridge as well as pedestrian improvements, including the construction of a trail connection to provide direct access from the bridge to the Anacostia Riverwalk Trail. The bridge was originally constructed in 1955, and repairs are needed to the bridge deck, concrete abutments and steel girder system.

Rehabilitation of Anacostia Freeway Bridges over South Capitol Street SE Project

Anacostia Freeway Bridges over South Capitol Street SE consist of a pair of one-way bridges built in 1963 and located on northbound and southbound I-295 over South Capitol Street in southeast Washington, DC. This bridge rehabilitation project will eliminate deficiencies, increase safety for the traveling public and enhance the durability of the bridge structures including the replacement of the super structure, the repair of the sub-structure, the addition of new under-bridge lighting for improved visibility and safety, new pavement and asphalt overlay within the project limits and new paint for the existing bridge.

Motorists are urged to use caution as they travel in these areas, to anticipate moderate delays, and to be mindful construction personnel.
