First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia, "God of Justice", performed by the mixed choir of the Ministry of Defence and the Serbian Armed Forces.

The MPs' paid their respects to the late MP Ivan Tasovac by a minute of silence.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Stefan Krkobabic, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  2. Bill amending and modifying the Law on Fiscalisation, submitted by the Government;
  3. Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, submitted by the Government;
  4. Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos - Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project, submitted by the Government;
  5. Bill on Protection from Noise Pollution in the Environment, submitted by the Government;
  6. Bill amending the Law on Museum Activity, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1, 2, 3 and 4 on the agenda.

The National Assembly then proceeded to commence the joint debate on the first four items on the agenda - the Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Fiscalisation, Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, and the Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos - Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project.

The bills were presented by Minister of Finance Sinisa Mali.
