European Missions in Horizon Europe: opportunities for international cooperation and participation of top experts from Europe and beyond

European Missions are a novelty of the Horizon Europe research and innovation programme for the years 2021-2027. They deal with some of the greatest challenges of today's world and are set to deliver concrete results by 2030. The overall goal of European Missions is to support Europe's transformation into a greener, healthier, more inclusive and resilient continent. Each mission operates as a portfolio of actions - such as research projects, policy measures or even legislative initiatives - to achieve a measurable goal that could not be achieved through individual actions.

The five European Missions are:

  • Adaptation to Climate Change;
  • Cancer;
  • Restore our Ocean and Waters;
  • Climate-Neutral and Smart Cities;
  • Soil Deal for Europe.

The European Commission announced19 new calls that are dedicated to the roll-out of European Missions with an overall budget of 673.24 million Euro. They provide opportunities for international participation. Relevant Russian entities are eligible to apply jointly with their European counterparts. In addition, the European Commission has recently published a call for experts to join the five Mission Boards, with the role of advising on the implementation of the European Missions. Each Mission Board will have up to 15 independent top experts.

In forming Mission Boards, the Commission is seeking to create balanced teams with diverse profiles. These should cover several domains such as business, public administration, science, culture, citizen engagement, and civil society organisations, from across Europe and beyond. Non-EU based experts in the relevant areas, including from Russia, are therefore encouraged to apply to the call.

The call for applications is available online. The deadline for applications is 2 February 2022 at 17h00, CET. Interested individuals are invited to submit their application in the online survey-management system (EUSurvey).
