Published May 10, 2024, the article describes how the U.S. Defense Logistics Agency (DLA) is requiring interested contractors to obtain a Petroleum Activities License in order to be considered as a supplier of fuel to military bases in the Republic of Dijibouti. The license can allegedly only be obtained through bribery. According to Canni, the DLA is therefore allowing a "foreign corrupt government to subvert its procurement decisions."
