11/29/23 Tustin Hangar Daily Incident Report

ALL UPDATED INCIDENT INFORMATION IN BLUE:

SUSPECTED ASBESTOS MATERIAL IN PRIVATE SWIMMING POOLS:

Recently a question was asked regarding potential asbestos debris material in swimming pools. The asbestos investigation and mitigation teams are not contracted to clean private swimming pools. If you own a pool and you suspect that hangar debris may have been captured by your pool's skimmer basket or pump filter, we recommend that you contact a Certified Asbestos Contractor (CAC) to inspect your pool system. The inspection would need to be coordinated with your pool service company (if you use one) to oversee the disassembly of the filter and basket system. Although CACs are qualified to handle the removal of asbestos, they are not experts on pool pump filters and need a pool service technician to handle the servicing of the filter. The pool service technician needs to be on site to help guide the CAC through the filter disassembly and will help insure there is no damage to the filter system. If you service your own pool, you can help guide the disassembly process yourself. The CAC can then safely remove the material.

If you do not believe there is any asbestos debris in your backyard or pool area, no further action is required.

STATUS OF HANGAR FIRE: Crews continued to search out hot spots throughout the day and extinguish the remaining deep-seated hot spot within the debris pile. Daily, the Tustin PD utilizes their infrared (IR) drone search for any remains hot spots within the debris pile. Tonight, the IR drone flight did not detect any hot spots within the debris pile of the hangar. Another IR drone flight will be flown in the morning to confirm that there are no additional hot spots within the debris piles and if none found, the fire will be declared extinguished. The fire is still under investigation by the Orange County Fire Authority and the Tustin Police Department. Once a cause has been determined, it will be released to the public.

RESIDENTIAL UNVERIFIED DEBRIS INVESTIGATION AND MITIGATION:

As a reminder, our inspection and mitigation teams are actively working through the residential neighborhoods. If no one is home when they come to your residence, they will leave a door flyer with a QR code and instructions on how to sign up for an appointment in the near future. THE SAMPLING & REMEDIATION PROCESS:If you have used the debris portal to report possible hazardous debris items, this is a step-by-step process for how our teams will respond:

1. Your report will be assigned to a Certified Asbestos Consultant (CAC) who will contact you to set up a time to visit your home or business.
2. *The CAC or Certified Site Surveillance Technician (CSST) will visit your home to collect a sample of the debris and send it off-site for testing. You will be contacted to confirm whether the debris is Asbestos Containing Material (ACM).
3. *If the debris tests positive for asbestos, an ACM remediation team will be assigned to return to your home to clean-up the debris. Upon completion of the clean-up, a third team will return to your home or business to confirm a successful remediation of the area.
4. You will be asked by the crew to sign a release of liability that only provides consent for the crews to access your private property to investigate and remediate any suspected material.

ROAD CLOSURES: All roads have been reopened with the exception of Armstrong between Victory Road and Valencia Avenue.

AIR MONITORING INFORMATION: Air monitoring and sampling locations have been set up surrounding the North Hangar Fire incident to provide the Incident Management Team real-time information on Particulate Matter (PM) in the air. While the units are in place, a graph showing the average reading for the last 24 hours has been provided for the public's reference. This graph can be accessed from the Hangar Incident website located at https://tustinca.org.

N95 MASK AVAILABILITY: The City of Tustin has procured N95 masks. Masks are available at the Tustin Recreation Center, located at 17522 Beneta Way (Cross streets of Prospect & Beneta). This location will be open beginning Monday through Friday from 8:00am to 5:00pm.
