City to host council work session and listening session on Zenith Energy

The City of Portland's Community and Economic Development Service Area will hold a work sessionwith the Portland City Council on Tuesday, January 21 at 9:30 a.m. to discuss Zenith Energy. The goal of this work session is to develop a shared understanding of Zenith Energy's Portland Terminal developments; the laws, policies, and processes that impact it; and the City's role in creating a sustainable community.

Following the work session, Council will hold a listening sessionwhere the public will be able to share comment, beginning at noon. The form to submit verbal or written public comment will open Wednesday, January 15 at 2:00 PM. Submit written comments or sign up to speak at this link.

The work session will explore the topic more broadly than the most immediate step in Zenith's development plans: a request for a new Land Use Compatibility Statement (LUCS) from the City of Portland. The company requested an updated statement on Dec. 17, at the direction of the Oregon Department of Environmental Quality, to help the state make an informed decision regarding an air quality permit. On December 17, Portland Permitting & Development received Zenith's latest request and is processing it.

Work sessions are public meetings about a specific topic where information is presented to the Council. Council does not vote or take action at a work session.
