Clifford Chance advises a German TSO on its framework agreement for the supply and installation of up to three offshore substations for offshore windfarm connections

Clifford Chance advised one of the four German electricity TSOs on a large framework agreement for the supply and installation of up to three offshore substations for future offshore windfarm connections in the Baltic sea.

The contract has been awarded following a complex European public tender procedure and will facilitate the timely connection of new offshore wind projects to the German electricity grid. These projects further tap into the wind power potential of the Baltic sea, which offers great opportunities for a secure and climate-friendly power generation and to further accelerate Germany's energy transition.

The Clifford Chance Brussels team advised from the initial development and public procurement strategy onwards to the drafting and negotiations of an integrated EPCI (engineering procurement, construction, and installation) framework agreement pursuant to which the various offshore platforms can be constructed. The team closely supported the German TSO throughout several negotiation rounds with ad-hoc support from our Dusseldorf office for German public procurement law specific aspects.

The team was led from Brussels by counsel Patrice Viaene, with the support from associates Philippe Baert and Niels Sneyers, as well as counsel Steffen Amelung and senior associate Zaid Mansour from our German offices, and external consultant Matthias De Bauw.
