Exceptions from entry restrictions – Easing the documentation requirements for foreign nationals residing in Norway

Effective from 21 May, changes will be implemented to the documentation required to prove one's residency in Norway, and as such being allowed entry.

The Government has decided to ease the documentation requirements determining which foreign nationals shall be considered resident in Norway, and as such allowed entry as such. This means that registration in the National Population Register will no longer be required to determine residency status in Norway under the entry restriction regulations. Foreign nationals not registered as residents in the National Population Register will have to present other documentation to prove residency in Norway. They will be required to show evidence of a permanent address in Norway, and to substantiate that they are returning after a trip abroad/temporary stay abroad.

The Ministry is now in the process of establishing new criteria and will issue further guidelines before the changes enter into force on 21 May, says Monica Mæland, Minister of Justice and Public Security (Conservative Party).
