Community Development Block Grant Funds Energize Heat Pump Program

Last year, the City of Olympia's Community Development Block Grant (CDBG) Program teamed up with the City's Climate Programs to fuel Energize Olympia.

Energize Olympia is the Climate Programs' group-purchase campaign for heat pump installation. Launched as a pilot campaign in 2023, Energize Olympia supports the switch to heat pumps by offering educational workshops and program-exclusive incentives for Olympia residents.

In partnership with Habitat for Humanity, during the summer and fall of 2023, City CDBG funding contributed to the fully subsidized installation of 17 energy-efficient ductless heat pumps for low- and moderate-income residents. In addition, $109,000 in CDBG funds were used to leverage Washington State Community Energy Efficiency Program (CEEP) funding, allowing for additional homes to participate and increasing the area median income threshold to 120 percent for sites funded by CEEP.

With last year's success fresh in their minds, City staff are working on the 2024 Energize Olympia campaign now and developing a CDBG proposal for further fully subsidized installations.

Olympia receives federal CDBG funds from the United States Department of Housing and Urban Development (HUD) as a grantee. Funds are received annually through a formula allocation. In accordance with HUD, the funds are distributed to "develop viable communities by providing decent housing, a suitable living environment and opportunities to expand economic opportunities, principally for low- and moderate-income persons."
