GENTEXT/REMARKS/1. Purpose. This message announces the on-going talent management efforts to professionalize a service-wide instructor cadre and highlights the requirement and process to acquire the 0961 Exception Military Occupational Specialty (EMOS) as well as the procedure for awarding the EMOS to eligible Marines.
2. Background
2.a. The references stress the importance of instructors in the Marine Corps system of learning, education, and training. In September 2023, Training and Education Command implemented the 0961 EMOS designators for tracking Staff Noncommissioned Officer Academy (SNCOA) Faculty Advisors. By utilizing this EMOS, the Marine Corps will have better tools to assign and monitor qualified Marine Faculty Advisors in addition to analyzing their career progression and impact within the Marine Corps.
2.b. Summary. Marines assigned to teaching billets or faculty positions that facilitate learning as their primary duty in a designated course approved by the appropriate General or Flag Officer in their chain of command may be granted an EMOS if they meet the requirements outlined in paragraph 2.c. Augmented personnel support used to supplement training (e.g., role players, demonstrator cadre) do not meet the criteria of the 0961 EMOS.
2.c. Requirements
2.c.1. Complete the Faculty Advisors Course (M02LAZ5) conducted at Marine Corps Base Quantico.
2.c.2. Achieve certification as a senior faculty advisor in the College of Enlisted Military Education (CEME) Master Faculty Advisor Program.
2.c.3. Serve in a specified EDUCATION COMMAND (EDCOM) faculty advisor designated billet identification code (BIC) billet at a regional SNCOA for a period of not less than 6 months. Service as a faculty advisor at a command-sponsored Corporals Course or Lance Corporals Leadership and Ethics Seminar does not qualify.
2.c.4. Demonstrated level of proficiency and successful completion of the duties associated with this EMOS while serving in an instructor billet.
2.c.5. Duties for these EMOSs are outlined in ref (d).
2.d. Approval
2.d.1. The Director, CEME will be the approving authority of the awarding of the 0961 EMOS.
2.d.2. Commanding General, EDCOM will be the approving authority for all waivers in which Marines lack the prescribed time serving in the billet, and for any other request which does not meet the requirements listed above.
3. Administrative process. Marines who have demonstrated sufficient expertise as SNCOA Faculty Advisors, outlined by the requirements listed in paragraph 2.c. above and have fulfilled the duties listed in ref (d) for each EMOS, are eligible for the awarding of 0961 EMOS as applicable.
3.a. CEME shall establish procedures to award or revoke the appropriate EMOS for current and future SNCOA faculty advisors. Awarding of the EMOS, including presentation of the EMOS certificate, will be done as soon as feasible once a Marine meets the established requirements and has been approved by the applicable SNCOA.
3.b. Retroactive awarding of the SNCOA Faculty Advisor EMOS is limited to those Marines who have met all requirements and are on active duty. Marines can submit a Standard Naval Letter or NAVMC 10274 Administrative Action Form via their chain of command (first O-5 level Commander) to the Director, CEME. Provide the dates served, billet, copy of Faculty Advisor Course diploma, copy of Senior (or Master) Faculty Advisor certificate, copy of fitness reports covering the full period served as a SNCOA Faculty Advisor, and any other amplifying information that would assist the director to make a determination. If approved, the EMOS certificate will be provided by the Director, CEME. The certificate will serve as the source document for approval of the EMOS and will be sent to the requestor.
3.c. Upon receipt of the EMOS Certificate, individuals shall provide a copy of the certificate to the appropriate servicing Personnel Administration Center for entry of the EMOS into their Basic Individual Records by submitting Electronic Personnel Action Requests via Marine Online (preferred method) or in-person.
4. There may arise unique instances when individuals believe they qualify for the EMOS 0961 based on service at a SNCOA, but do not clearly meet the requirements and duties outlined in paragraphs 2.c. and 2.e. of this MARADMIN. In those cases, the Marine should contact the CEME Faculty Development Manager and CEME Dean of Academics (refer to third and fourth POCs).
5. This MARADMIN is applicable to the Total Force.
