Young, Colleagues Introduce Bipartisan Legislation to Support the Future of Quantum Research at Energy Department

WASHINGTON - U.S. Senator Todd Young (R-Ind.) joined a group of colleagues in introducing the DOE Quantum Leadership Act of 2025 to expand the United States' capacity to invest in quantum information science and research and development (R&D) through the U.S. Department of Energy (DOE).

As quantum science, engineering, and technology advances, the legislation would reinvigorate R&D projects at DOE by authorizing federal funding over the next five years. The DOE Quantum Leadership Act would also provide DOE the authority to expand its current quantum R&D initiatives.

"Quantum research and development is critical to our economic and national security. This legislation would ensure the Department of Energy has the resources and authority to accelerate advancements while also addressing the sector's evolving technological and workforce challenges," said Senator Young.

Quantum is fundamental to everyday technologies like phones and GPS navigation systems, as well as key medical technologies such as MRI imaging devices. Increasing quantum research and development will unlock more advanced uses of the technology in areas like pharmaceutical development and cutting-edge communications. As China continues to make quantum a key focus, prioritizing these advancements is especially critical to American leadership in the global technology race.

Specifically, the DOE Quantum Leadership Act would:

  • Reauthorize and expand R&D activities across DOE through 2030;
  • Build upon the foundational work of DOE's five National Research Centers;
  • Direct DOE to study and address quantum supply chain challenges and reduce barriers to commercialization;
  • Increase interagency and industry coordination; and
  • Establish new programs to support the workforce demands of the growing quantum R&D and commercial ecosystems.

In addition to Senator Young, Senators Dick Durbin (D-Ill.), Steve Daines (R-Mont.), Chuck Schumer (D-N.Y.), Lisa Murkowski (R-Alaska), and Alex Padilla (D-Calif.) also introduced the legislation. Full text of the legislation can be found here.
