Project Description:

The applicant proposes a modification to the freshwater wetland permit issued in 2023, which authorized the construction of an electrical substation and associated infrastructure. Additional work is required along the existing transmission line right-of-way, including wood pole replacements and equipment updates. Additionally, the stream will be crossed via timber mats in order to access the work areas. While no additional permanent disturbances are anticipated, there will be 0.33 acres (14,271 square feet) of temporary disturbances to the 100-foot adjacent area in addition to the 0.13 acres (5,496 square feet) of disturbances allowed for in the previous permit; and 0.05 acres (2,190 square feet) of additional temporary disturbances to the wetland in addition to the 0.16 acres (6,754 square feet) allowed for in the previous permit.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Blooming Grove Town Planning Board

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 18, 2024.
