The 3,500,000 euro ' Housing Universitario' project is underway

The expected turning point with the PNRR also involves the Università degli Sudi Mediterranea di Reggio Calabria and its complementary Right to Study services.

The project presented relating to the property owned by the University in Via Siena, near the University Citadel, with Decree n. 1269 del 27.09.2023 rightfully enters the list of the Ministry of University and Research of assets deemed suitable for the purposes of the notice referred to in the Ministerial Decree. n. 469/2023 for the University Housing project with a forecast of 60 new beds.

The resources provided for by reform 1.7 - Mission 4.1 of the PNRR, for an amount equal to €660,000,000 of which 40% is intended for the South, are aimed at acquiring the availability of new beds in accommodation or residences for students of the institutions of the higher education, on their initiative and implemented by interested companies and economic operators referred to in Art. 1 paragraph 2 of D.M. n. 1437/2022.

Bonus Università : what is about it?

the Bonus Università referred to in the decreeDecreto Interministeriale n. 1439/2022 rimplements a financial measure for the creation of new beds for students, through the recognition of a contribution, according to the chronological order of presentation of the requests and until the available resources are exhausted, equal to €5,000,000/year starting from the year 2024.

Who is entitled to it?

The University Bonus for the rental of beds is presented as a tax credit recognized on the IMU to be paid to the "Implementing Parties", i.e. Companies and Economic Operators, who rent accommodation to university students, also in agreement with the universities, on the basis of proposals formulated according to the procedures defined by D.M. n. 1437/2022.

In particular, with a view to supporting local entrepreneurship, the Università Mediterranea has already established with a deed prior to the suitability of the property, that the "Soggetti attuatori" - implementing parties- will be able to operate in free service concessions with the University for a period of 12 years (3+9).

Amount of co-financing for the "Soggetti Attuatori" - implementing parties

The amount of the incentive is determined on the basis of the unit fee per bed, and is referred to a specific inter-institutional technical table coordinated by the MUR on the basis of the prodromal analyzes on the average unit cost taken from the historical series of tenders referred to in Law no. . 338/2000, market values, types of properties and the level of services offered to students.

Based on this data available in Allegato B del D.M. n. 437/2022

and taking into account the territorial distribution of accommodation places, the type of intervention, its geographical location, and the costs of carrying out the works, the most probable average unit fee per bed place for the "SUD" geographical area is around 60,000 €.00/pl.

In the specific case of the asset owned by Università Mediterranea which was found to be suitable for the implementation of this measure, the estimated investment for the recovery, refunctionalization and usability of the property amounts to approximately 3.5 million euros.

How does it work?

Income deriving from the provision of beds, in accordance with the provisions of Art. 10 paragraph 2 of the Ministerial Decree n. 1437/2022, do not contribute to the formation of income for the purposes of personal income tax and corporate income tax, as well as to the formation of the value of net production for the purposes of the regional tax on productive activities, to the extent of 40%, provided that such income represents more than half of the total income deriving from the property.

How to get it?

The methods of requesting co-financing relating to the intervention proposals of Companies and Operators, as well as the minimum number of beds per intervention, will be established on the basis of one or more public notices adopted during 2024 by the Minister of University and Research.

The request must be transmitted via the IT application made available by the Ministry, and contain the main significant data for the purposes of the evaluation for admission to co-financing and for drawing up the priority ranking.
