Recap of meetings on March 19

There were 50 items on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on March 19, 2024.

Here's a recap from Tuesday night.

Council approved the application for a Tulsa County Urban County Community Development Block Grant. The grant would fund residential street improvements to the College Addition neighborhood that include asphalt repair and resurfacing, sidewalk repair, and construction. The grant would also provide funding for the Homeowner Emergency Repair Assistance Program. If awarded, $355,810 will fund the College Addition improvements and $50,000 will go towards the emergency repairs assistance program. The city would contribute another $50,000 towards the street improvements.

Council approved City staff's recommendation to hire Professional Engineering Consultants, P.A. for two parks projects.

An Inter-Local Cooperation Agreement between Wagoner County and the City of Broken Arrow was approved for the roadways that will be affected by the amphitheater. This will permit Broken Arrow Police Department traffic enforcement on the roadway of 101st Street from 209th East Ave. to 225th East Ave. and on 209th East Ave. from 101st Street south to 113th Street during construction, and once completed.

Phase II of Detention Pond Improvements for The Park on Florence neighborhood was approved. The improvements will mitigate potential flooding issues and will consist of planting plants around the perimeter of the newly constructed detention pond. The plants will help to increase the water quality and the aesthetics of the pond. Awarded to Cherokee Pride Construction, the improvements will cost $88,200 and paid with Stormwater Capital Funds.

Council declared a proclamation for the week of March 25, 2024, as Arbor Week. On March 26th at 10:30 a.m. near the Events park playground, the Parks Department will be joined by approximately 35 students from Rosewood Elementary School. They will plant four redbud and two bald cypress trees at the park playground. Broken Arrow will also celebrate its 24th anniversary as a Tree City USA city. In Presentations, The Oklahoma Municipal League Board of Directors recognized City of Broken Arrow employees for their 25 years of service. The honorees are:

The Council was provided an update on city employee participation in 2024 Leadership Broken Arrow program. Leadership Broken Arrow is a 10-month-long leadership development program of the Broken Arrow Chamber of Commerce. Participants gain knowledge to grow their individual leadership skills while also learning about Broken Arrow to help influence the city's future through community involvement. The City of Broken Arrow organization sends five to six employees each year to participate in the program. You can watch that brief report here.

The Council was also updated on a lane closure on Aspen Avenue from Lansing Avenue to the 1400 block of Aspen Avenue for the installation of a natural gas pipe. The outside lane of southbound travel on Aspen Avenue will be closed approximately a quarter mile north of the railroad crossing and reopen about 200 feet south of the crossing to safely perform the construction operations. The road closure began on March 20, 2024, and is planned to last until April 20, 2024. The lane will be closed at 7 a.m. and reopened by 4 p.m. daily.

In General Business, Council approved an amendment to the design contract for the Houston Street Widening from Garnett Road to Olive Avenue Project. The amendment for the design would shift the centerline alignment 9.5 feet south from Sweet Gum Avenue through the Olive Avenue intersection. Other design improvements would include roadway drainage inlets and pipes, modifications to the Traffic Signal Plan and Pole locations at Olive Avenue. The cost of the amendment is $79,870 and paid with 2018 GO Bond Funds. This new design will not impact the construction phase of the project which is expected to begin late this summer.

Council adopted Ordinance 3825 to prohibit overnight parking in the Museum BA parking lot between the hours of Friday midnight through Saturday at noon. The parking lot is used as event space for Farmers' Market vendors and patrons and cars left in this space overnight limit available space and create safety issues for patrons and vendors when vehicle owners attempt to leave.

Broken Arrow Municipal Authority

The trustees approved a construction contract for the Adams Creek NW Lift Station Force Main Relocation Project. The project consists of relocation of approximately 435 linear feet of 18" PVC Sanitary Sewer Force Main along the west side of 37th Street between Albany and Kenosha streets. The construction time will be 90 calendar days. The cost of the improvements is $400,758.50 and paid with Oklahoma Water Resources Board funds.

The Authority received the February report from the Solid Waste and Recycling Department that included:

  • 5,051,580 pounds of solid waste were collected
  • 808,700 pounds of recycling were collected
  • 301,143 stops for service
  • 60 missed pickups

The trustees also received the Water Support Report and the Wastewater Discharge Monitoring Report from the Utilities Department for the month of February. Those reports included:

  • 256.6 million gallons of water were treated at the Verdigris River Water Treatment Plant.
  • The average daily usage was 8.8 million gallons.
  • Nearly 170.9 million gallons of wastewater was collected and treated at the Lynn Lane Wastewater Treatment Plant before being discharged.
  • The average daily effluent flow from LLWTP was just over 4 million gallons.

Broken Arrow Economic Development Authority

The trustees approved the purchase of approximately 37.9 acres located at Aspen Creek Drive in south Broken Arrow. Located adjacent to the Warren Theater, the purchase of the property will facilitate economic development opportunities at The Shops of Aspen Creek for commercial/retail development the city is currently working on. The cost of the property is $7 million dollars and paid with Broken Arrow Economic Development funds.

The trustees received the February report on the progress of the development of Aspen Ridge in south Broken Arrow. The report notes:

  • Sanitary sewer work is complete
  • Stormwater construction is complete
  • Detention pond construction is complete
  • Chick-Fil-A exterior is complete and the interior construction is progressing quickly
  • Reasor's precast tilt up walls are complete and steel work is underway
  • Panda Express has started construction
