Seattle Parks and Recreation is proposing to remove restrictive covenants from City-owned property known as the Red Barn Ranch, located at 17601 SE Lake Moneysmith Rd., Washington 98092, King County Parcel Number 242105-9004, and legally described as follows (the 'Property'):
The southeast quarter of the northeast quarter of Section 24, Township 21 North, Range 5 east, W.M., in King County, Washington;
Except County Road No. 212;
Also except the north 30 feet for road as conveyed to King County, a political subdivision of the State of Washington by deed recorded under Recording 20050218001287.
The City purchased the approximately 39-acre Property in 1970 for use as a recreational youth camp. To pay for the acquisition, the City accepted funds from state and federal open space programs administered by the Washington State Recreation and Conservation Office (RCO) granted to the City on condition that the Property be used permanently for public outdoor recreation. This condition was formalized by recording restrictive covenants against the Property, namely a Deed of Right to Use Land for Public Recreation Purposes as to the state funding program and an additional deed as to the federal program (together, the 'Recreational Deeds'). Over the years since the Property was acquired, it has served both as a recreational camp and other functions, including a farm and farm education facility. The RCO has authorized removing the Recreation Deeds because the City is providing a replacement property for outdoor recreational purposes.
As required by RCW 35.21.960, the Seattle City Council is holding a public hearing, as described below, regarding the City's proposal to remove the Recreational Deeds from the Property so that the Property can be used for other purposes. Any member of the public, directly or by counsel, may submit testimony at the public hearing using the instructions described below.
The City Council's Public Assets and Native Communities Committee will hold a public hearing on the ordinance on Tuesday, May 4, 2021 at 2:00 PM.
