Basis Social conducted this qualitative study as part of the Ministry of Justice's overarching evaluation of the HMCTS Reform programme.

The research included interviews with 120 vulnerable adults who had experienced legal problems relevant to Reform in the previous 12 months. Participants had a range of needs and characteristics and experienced criminal, family, civil, or administrative (tribunals) legal problems. The research also included those who had not tried to resolve their legal problem through the courts and tribunals system.
