Relations regarding organization of military industry products to be clarified

It is proposed to endow the Military Industrial Committee with four new functions. The aim is to further regulate the formulation of scientific research and experimental construction works, their preparation, conducting, reporting and financing.

The RA Minister of High-Tech Industry Mkhitar Hayrapetyan stated this while presenting the draft law on Making Amendments and Addenda to the Law on the Military Industrial Complex at the NA sitting.

According to the Minister, work is being done in the field even today, but a number of legal relations between state structures and the private sector are not regulated. "We intend to regulate the field, facilitate the work of military industrialists," Mkhitar Hayrapetyan added.

The next direction is related to the production of test samples. In this regard, the budget allocation for 2024 is 1.5 billion AMD, but no mechanism has been developed. "As a result of this legislative change, we propose to give a toolkit to develop these mechanisms. The Ministry of Defense sets a problem for conducting a state test of this or that type of weapon, especially in the case of technologies that are scientific innovations, a long-term test is planned."

The third order concerns the entire state testing process. Artificial barriers that affect the state testing process are removed. Now, in the case of even one bullet needed for state testing, separate decisions of the Government are needed.

The fourth direction will enable the state institution, which is the main policy-making body, especially in emergency situations, using the state apparatus, to acquire military raw materials, products, accessories, components, materials, which will later be supplied to the private sector, companies engaged in military industry.

The MPs' questions related to the risk assessment of local manufacturers, the possibility of buying ready-made technologies from other countries, the effectiveness of budget expenditures and other sectorial issues.

In response, the Minister of High-Tech Industry mentioned that over the past few years, the Ministry of Defense has increased 100 times the state order from domestic manufacturers, reaching 171 billion AMD under three-year contracts: That number has a tendency to increase until the end of the year. At the moment, more than 2500 engineers, programmers and personnel with narrow professional abilities are involved in the field.

"We have a budget, but military industrialists approach it with caution due to the risks in the sector. We are now eliminating those risks," Mkhitar Hayrapetyan noted.

According to the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan, the military industry in our country is rapidly becoming one of the most important sectors of economy, science and security.
