GENTEXT/REMARKS/1. Purpose. To announce updated changes to the submission criteria under the Commanding General Retention Program (CGRP).
2. Situation. The Fiscal Year 2023 (FY23) enlisted retention campaign began on 1 June 2022 and continues through 30 September 2023. During this period when Primary Military Occupational Specialties (PMOS) reach their authorized boatspace caps, the PMOS closes for further submission and pending requests are returned with no action taken. Historically, Commanding Generals have had two separate programs available to reenlist deserving Marines beyond established boatspace caps: The Quality Marine Identification program for the First-Term Alignment Plan (FTAP) and the CGRP for the Subsequent-Term Alignment Plan (STAP). To simplify the execution of these programs and to prepare for forthcoming changes in the Fiscal Year 2024 Enlisted Retention Campaign, these programs will be combined under the FY23 CGRP.
3. CGRP eligibility requirements for FTAP and STAP are:
3.a. PMOS execution must be 115% or higher per the boatspace report in the Total Force Retention System (TFRS).
3.b. Recommended for approval by the commanding officer.
3.c. Recommended for approval by the first general officer in the chain of command.
4. CGRP spaces are allocated as follows:
4.a. The FY23 CGRP authorizes 100 spaces for FTAP and 52 for STAP. This total may not be exceeded.
4.b. CGRP spaces are limited to a maximum of ten per FTAP PMOS and four per STAP PMOS.
4.c. Each Commanding General is authorized to submit up to two FTAP and two STAP CGRP requests per PMOS. Any additional requests will be returned with no action taken.
4.d. CMC (MMEA) has the authority to close a PMOS for CGRP submissions at any time based on the number of submissions. Suspension of CGRP submissions will be announced via TFRS.
4.e. Detailed submission guidance will be released via TFRS message.
5. This MARADMIN is not applicable to the Marine Corps Reserve.
