City of Dunkirk - Dunkirk City School District Capital Improvements Project, 2024

Negative Declaration

Chautauqua County - The Dunkirk City School District, as lead agency, has determined that the proposed the Dunkirk City School District Capital Improvements Project, 2024 will not have a significant adverse environmental impact. The action involves the City School District of the City of Dunkirk's (a/k/a Dunkirk City School District or the District) proposal to undertake a Capital Improvements Project, 2024 which includes various renovations and upgrades at the District's sites, buildings, and facilities. Proposed programmatic upgrades include various building additions and space renovations at the Secondary School (a/k/a High School). Proposed additions include a Science, Technology, Engineering, Arts, and Mathematics ("STEAM") laboratory addition, a corridor addition to improve student circulation, office addition, and a new entrance canopy. Spaces to be renovated include cafeteria / kitchen including new delivery and storage room and kitchen equipment; technology shop to house classrooms; locker rooms; student reading / café area; nurse, guidance, classroom, and conference room; auditorium flooring, sound, seating, rigging and lighting upgrades; entry to large group instruction space and upgrades to media center; and various restrooms.

Space renovations at other schools may include converting portions of locker rooms and other spaces to instructional spaces, faculty room and an existing storage area into a physical education office, and upgrading the media center at the Intermediate School; updating media centers at Schools 3, 5, and 7; constructing an addition to School 7 for a Special Education Room, storage room, corridor extension, and stairs; creating offices in an existing reading room in School 7; and updating restrooms in School 5. Multiple other interior upgrades are proposed at various buildings such as ceiling, floor and wall finish upgrades and stair guardrail improvements. Proposed building exterior envelope work includes items such as masonry upgrades, stone repair and sealant replacement at multiple schools, new windows and treatments at the High School and School 7, and new windows and treatments and roof replacement at School 7.

Various upgrades to building systems include mechanical systems such as modernized HVAC upgrades including select unit ventilators, exhaust and other equipment such as boilers at School 7 and heating supply loop and pool heating at the High School; and building cooling systems at each of the schools except School 6 (a/k/a PTECH Academy). Various plumbing system upgrades include fixtures and miscellaneous upgrades at multiple schools and new water heaters at the High and Intermediate Schools. Proposed electrical system upgrades include safety and security improvements such as new fire alarm systems; upgraded technology cabling; public address upgrades at School 3 nurse's office; High School auditorium sound system; distribution upgrades including at the Intermediate School; emergency and stand-by power upgrades; and various lighting improvements including at the High School auditorium and natatorium, Intermediate School auditorium, miscellaneous interior spaces including select corridors and gymnasiums, and various exit, exterior building and site lighting including High School tennis courts, baseball and softball fields, and portion of football field.

Proposed site work includes pavement/ curbing, athletic facility, playground upgrades and all site and utility work associated with additions at School 7 and the High School. Proposed pavement work at the High School includes improvements to student drop-off / parking and bus lane, alterations to parking area at relocated loading dock, paving at new courtyard, and reconstruction of staff parking areas and concrete service area with drainage upgrades. At the Intermediate School, pavement work may include relocating the bus loop to Eagle Street, extending the Swan Street student drop-off area, and expanding the staff parking area and related drainage. Proposed pavement work at the other schools includes reconstruction of the main parking area including student drop-off area at School 3; reconstruction of parking and drop-off areas including drainage and sidewalks, and extension of concrete at dumpsters at Schools 4 and 5; and reconstruction of concrete bus loop and walks and paved parking area to improve vehicle circulation / student drop-off at School 7. Athletic facility upgrades proposed at the High School include synthetic turf baseball and softball fields and related storm water management; resurfacing the synthetic surface running track; refurbishing the synthetic turf football field and bleachers; reconstructing tennis courts; and miscellaneous upgrades including possibly constructing a concessions / restrooms building. Proposed playground improvements may include playground expansion at School 3 and installation of additional / age-appropriate equipment at Schools 3, 4, 5 and 7. Miscellaneous site upgrades include loading dock wall and fencing behind the stream at the High School site; loading dock concrete at the Intermediate School; fencing, pavers, and storm water piping at School 5; and courtyard ramps and improved drainage at School 7.
