Delozier: Bill to Amend Child Protective Services Law, Combat Human Trafficking Advances in the House

HARRISBURG- Legislation to amend Pennsylvania's Child Protective Services Law unanimously passed the House Children and Youth Committee today, according to the bill's sponsor, Rep. Sheryl M. Delozier (R-Cumberland).
Delozier's House Bill 1059 would amend the definition of "sexual abuse or exploitation" in the Child Protective Services Law to include the offenses of trafficking in minors and involuntary sexual servitude.
"Sadly, child abuse and neglect and the circumstances that contribute to them are risk factors for becoming a victim of trafficking or sexual servitude," said Delozier. "Many victims of trafficking and sexual servitude have experienced not only physical and sexual abuse, but also homelessness, living with a parent or caregiver who is experiencing addiction, being in an unstable living situation, and involvement in the child welfare or juvenile justice systems. A significant number of victims report having run away from home or from an out-of-home placement.
"We must do more to protect the Commonwealth's children and prevent these outcomes," continued Delozier. "I am glad to reintroduce this legislation to fight for Pennsylvania's children, and I am grateful for the bipartisan support it received in committee today. This legislation would give our law enforcement and Child Protective Services offices one more tool to protect our kids."
Delozier's bill was previously introduced as House Bill 1863.
