Bowser Administration Completes Pennsylvania Avenue East Small Area Plan to Realize a More Vibrant Mixed-Use Corridor

(Washington, DC) - The DC Council has voted to approve the Pennsylvania Avenue East Small Area Plan (PAESAP). The PAESAP lays out a framework for a community-informed vision of a thriving commercial main street where all residents can live, work, eat, and play.

"The Pennsylvania Avenue East Small Area Plan addresses the history of inequitable community investment and access to resources with racial equity at the forefront of both the planning process and as an outcome," said Anita Cozart, Director of the OP. "OP looks forward to working with District agencies, community partners, and the Zoning Commission to implement the recommendations contained in this plan."

The small area plan will guide infill development, create vibrant public spaces, improve access to existing and new community amenities and increase housing opportunities for all. The PAESAP contains recommendations to increase housing supply and encourage a mixed-income community that includes market-rate, workforce and affordable housing.

Despite the challenges of the COVID-19 public health emergency, the PAESAP was developed through the engagement of hundreds of residents, business owners, non-profit leaders, Advisory Neighborhood Commissioners, and many others online and through in-person activities.
