Sam Rodgers Place, Final Paseo Gateway Phase Breaks Ground

KANSAS CITY, MO (May 20, 2022) - Sam Rodgers Place, the 62-unit mixed-income development on the Samuel U. Rodgers campus in the Historic Northeast's Independence Plaza neighborhood will break ground on May 23rd, 2022, as the seventh and final phase of Brinshore Development, the Housing Authority of Kansas City, Missouri (HAKC), and the City of Kansas City, Missouri's (City) Paseo Gateway CNI revitalization effort.

Sam Rodgers Place is the final development sparked by a $30 million Housing and Urban Development (HUD) grant provided to HAKC and the City of Kansas City, MO in 2015.

A partnership of Brinshore Development, LLC and Affordable Housing of Kansas City, Inc. (HAKC's affordable housing development arm), in close collaboration with the City, United Way of Greater Kansas City, and the Samuel U. Rodgers Health Center, Sam Rodgers Place will deliver housing to households across the income spectrum: from families coming from public housing to market-rate renters. The development will include 1, 2, 3, 4 and 5-bedroom units in walkups, townhomes and flats. As part of the CNI project, twenty-seven of the units will have a preference at lease-up for former residents of the Chouteau Courts public housing development. All units regardless of income targeting are indistinguishable from one another and interspersed throughout the development. Sam Rodgers Place will also be certified bronze through the National Green Building System rating system. "We are extremely excited about the construction of another choice for affordable housing in Kansas City. This is a unique opportunity combining housing and health to serve the needs of the families in our community," said Edwin Lowndes, Executive Director of the Housing Authority of Kansas City, MO.

The development supports holistic community wellness. Located next door, Samuel U. Rodgers Health Center has served as an anchor of the community and a medical home for thousands in Kansas City, MO.

"Dr. Rodgers [the founder of Samuel U. Rodgers Health Center] said 'bring healthcare to the people where they are.' He believed that housing and healthcare were wedded together, which is why he established the Health Center in the Wayne Miner housing project in 1968," remarked Bob Theis, CEO of Samuel U. Rogers Health Center. He continued, "His daughter, Dr. Rita Rodgers-Stanley, was thrilled to hear that the Sam Rodgers Place mixed-income housing development was being built on land sold by Samuel U. Rodgers Health Center. This brought her father's original vision of having housing and healthcare together, back to life more than 50 years later. Samuel U. Rodgers Health Center will provide supportive services to residents in the development."

Later this year, to further their mission and outreach to the community, Samuel U. Rodgers will break ground on a 4,300 square foot building next door to the Sam Rodgers Place development named the Propeller. The Propeller Building will provide a home for events, small businesses, and non-profits with a variety of conference rooms, classrooms and an indoor/outdoor event venue.

The following lenders and investors made the development possible:

  • Department of Housing and Urban Development (HUD)'s Choice Neighborhoods program;
  • Missouri Housing Development Commission (MHDC) Low-Income Housing Tax Credits, National Housing Trust Funds and fund balance loans;
  • Tax credit equity from the Richman Group and Sugar Creek Capital;
  • Housing Investment Partnership (HOME) loan from the City of Kansas City, MO;
  • Construction financing from BMO Harris Bank
  • Funding and rental subsidies through the HUD Rental Assistance Demonstration program and Housing Authority of Kansas City, MO;

Kansas City-based Rosemann & Associates is the architect of record with Ohio-based Moody Nolan serving as a design architect. Kansas City-based Taliaferro & Browne, Inc, is the civil engineer and surveyor. Kansas City-based Vireo is the landscape architect, and New Horizons, Inc. provided environmental services. Straub Construction serves as the general contractor.

According to Brinshore founding Principal, David Brint, "Brinshore is excited to commence construction on the final phase of the Paseo Gateway effort and to deliver high quality, energy efficient mixed-income housing to Kansas City's Independence Plaza neighborhood. This project was only possible because of the deep dedication, steadfast resolve and creativity of our incredible partners at the Housing Authority, the City, United Way, Mattie Rhodes, Universal Management, and Samuel U. The development will be complete by Spring 2023.
