Job Summary

This position is located in the Office of Unified Communications (OUC), Office of the Chief Administrative Officer, Human Resources Division. The Human Resources Division provides human resources management services that strengthen individual and organizational performance and enable the District government to attract, develop and retain a well-qualified, diverse workforce. The work includes the interpretation of associated policies and legislation; and the development and the coordination of special projects and program improvements designed to monitor, assess, and/or enhance the adequacy, effectiveness, and level of compliance of agency employee and labor relations programs.

The incumbent will serve as the primary Employee and Labor Relations Advisor in the Office of Unified Communications. They will be responsible for planning, monitoring, and effectively executing a variety of administrative programs and special projects, with particular emphasis on human resources areas such as employee relations, labor relations, and performance management.

Qualifications and Education

Candidates must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

The following experience is preferred: (1) experience executing the delivery of human resources (HR) services involving the following functions: staffing and recruitment , classification, compensation and employee benefits, employee/labor relations, HR development, and performance management; (2) experience ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and (3) advanced knowledge of the mission, goals, objectives, and operating principles and requirements of OUC, governing District and Federal regulations, Mayoral Orders, court orders, directives of the OLCBB, OEA, etc., Director, Federal Labor Relations Council, etc., pertinent to the conduct of agency employee and labor relations and performance management program responsibilities.
