First Development Phase Of The New York State Integrated Energy Data Resource Platform Completed

Platform Expands Access to Centralized Clean Energy Data, Inviting New Innovative Business Models and Helping Accelerate Deployment of Clean Energy Solutions

The New York State Energy Research and Development Authority (NYSERDA) announced the completion of the first phase of development of the New York State Integrated Energy Data Resource (IEDR) platform . This statewide centralized platform is designed to expand access to energy-related data from New York's electric, gas, and steam utilities - and other sources - inviting and supporting new innovative business models and helping to accelerate the deployment of clean energy solutions. Today's announcement supports New York's Climate Leadership and Community Protection Act (Climate Act) goal for 70% of the state's electricity to come from renewable resources by 2030.

"The aggregation and analysis of large datasets from the various sectors of the clean energy industry can unlock valuable insights and pave the way for innovation," said Doreen M. Harris, President and CEO, NYSERDA. "The deployment of new emissions-reducing solutions in support of New York's ambitious climate goals will be greatly facilitated by the IEDR platform, and we are excited to partner with industry leaders in leveraging this data to drive significant benefits for New Yorkers."

Today's announcement signals the completion of the first of two phases planned for the implementation of the IEDR platform. Phase 1 includes the launch of two major platform versions: the Initial Public Version (IPV), launched in March 2023, and the Minimum Viable Product (MVP), which is now live. The launch of the IPV has enabled user access to utility hosting capacity maps as well as installed and planned distributed energy resources (DERs) information. It laid the foundation for successfully launching the MVP of the platform, which added the following use cases:

• DER siting data, including environmental, community, terrain, land type, and property assessment.
• The Electric Infrastructure Assessment Tool, which includes hosting capacity and DER map enhancements that enable a clearer understanding of the siting and installation process.
• The ability to find and filter rate options across New York state investor-owned utilities.
• Basic rate data and a tariff book for individual rates.

Additionally, the 'Efficient and Effective Access to Existing Customer Billing Data' feature is now available in an online environment known as a "sandbox environment" that allows users to explore the functionality and value of the feature with mock data sets, which includes simulated meter data for hypothetical accounts. This feature will help users understand how the IEDR platform will work prior to full implementation and allows them to submit comments and suggestions without having to complete the full IEDR Green Button Connect registration process. The full rollout of this feature, which will allow utility customers to share their actual customer data with approved third-party energy companies, will be forthcoming later in 2024 as part of Phase 2 program development.

Phase 2 functionality is planned to grow to include data on electricity consumption, renewable energy installations, greenhouse gas emissions, energy efficiency metrics, and more. It is expected to begin in the second quarter of 2024 and is anticipated to expand and enhance the IEDR platform to include approximately 40 additional use cases by July 2026. Funding for the second phase was approved by the New York State Public Service Commission  in January 2024.

The IEDR platform was established by the Public Service Commission's (Commission) Order Implementing an Integrated Energy Data Resource to address the need for comprehensive and reliable energy-related data in the state of New York. The Order directed the development of the IEDR's design and adopted the necessary frameworks for funding, program management, and governance. The Commission appointed NYSERDA as the Program Sponsor, responsible for defining, initiating, overseeing, and facilitating the IEDR Program on behalf of the New York State.

NYSERDA's ongoing development of the IEDR platform is being conducted in partnership with the Solution Architect and Development Team led by E Source, and includes UtilityAPI, Flux Tailor, and TRC Companies. The Program Manager, Deloitte, was responsible for providing project management and administrative assistance. The Utility Data Advisor, Pecan Street, offered dedicated support and guidance to NYSERDA and the New York State Department of Public Service (DPS) on data sourced from the State's utilities.

In addition to supporting a variety of stakeholders, including policymakers, researchers, businesses, and the public, the platform will help to reduce historical barriers to data access for New Yorkers living in disadvantaged communities (DACs), assist solution providers in delivering services to DACs, and improve government and utility program delivery in these communities. Potential benefits for disadvantaged communities were used as one of the criteria for prioritizing IEDR use cases, and the program will continue to engage with stakeholders, including local governments, environmental justice community organizations, and non-government organizations, in Phase 2 to identify additional ways in which the IEDR can support a just and equitable clean energy transition.

New York State's Nation-Leading Climate Plan

New York State's climate agenda calls for an orderly and just transition that creates family-sustaining jobs, continues to foster a green economy across all sectors and ensures that at least 35%, with a goal of 40%, of the benefits of clean energy investments are directed to disadvantaged communities. Guided by some of the nation's most aggressive climate and clean energy initiatives, New York is advancing a suite of efforts - including the New York Cap-and-Invest program (NYCI) and other complementary policies - to reduce greenhouse gas emissions 40% by 2030 and 85% by 2050 from 1990 levels. New York is also on a path to achieving a zero-emission electricity sector by 2040, including 70% renewable energy generation by 2030, and economywide carbon neutrality by mid-century. A cornerstone of this transition is New York's unprecedented clean energy investments, including more than $40 billion in 64 large-scale renewable and transmission projects across the State, $6.8 billion to reduce building emissions, $3.3 billion to scale up solar, nearly $3 billion for clean transportation initiatives and over $2 billion in NY Green Bank commitments. These and other investments are supporting more than 170,000 jobs in New York's clean energy sector as of 2022 and over 3,000% growth in the distributed solar sector since 2011. To reduce greenhouse gas emissions and improve air quality, New York also adopted zero-emission vehicle regulations, including requiring all new passenger cars and light-duty trucks sold in the State be zero emission by 2035. Partnerships are continuing to advance New York's climate action with more than 400 registered and more than 130 certified Climate Smart Communities, nearly 500 Clean Energy Communities, and the State's largest community air monitoring initiative in 10 disadvantaged communities across the State to help target air pollution and combat climate change.
